You have:

  • Advanced university degree , Master, in economics, statistics, information technology or public administration is required
  • At least 7 years of professional experience in working with the DMFAS system and in public debt management, training experience is required
  • Fluency written and spoken in English is required. Arabic is desirable.

Result of Service

The consultant will support and provide the Quality Assurance and User Support unit of the DMFAS programme, the assistance to Helpdesk testing of the software and the validation of product requirements for DMFAS 7 as well as the training in basic use of the new version of DMFAS in South Sudan

Duties and Responsibilities

Under the general direction of the Chief of the DMFAS Programme and the direct operational supervision of the DMFAS Quality Assurance/User Support Team Leader, and the Project Manager for South Sudan, the Consultant will undertake the following duties. Support to Quality Assurance and User Support Unit: 1- Conduct user-testing on the DMFAS 7 system as part of the overall DMFAS quality control process; • Test the modules/functionalities of the system. • Validate database conversions if any and provide instructions for corrections. • Provide feedback on DMFAS functional issues to the System's unit as necessary. • Review and substantially contribute to the development of the user documentation. 2- Provide support on functional issues to end-users through DMFAS Helpdesk; • Analyze and interpret users' queries and assign tickets internally to concerned staff; • Provide timely responses to users/comments on assigned tickets. 3- Provide support to DMFAS 7 functional team • Participate to functional group team meetings • Provide substantive comments on new User Requirements Definitions documents • Participate in the validation of product requirements documentation (review, validation, etc.) • Provide support to IT team in the interpretation of the new URDs and product requirements Conduct user testing on new release delivered by development team and document testing results. DMFAS 7 functional training in South Sudan (12-23 May 2025). 4- Validate and test the installation of the DMFAS 7 in Juba. This includes running tests and ensuring it is fully operational for training purposes at the Ministry of Finance of South Sudan in collaboration with IT Expert. 5- Produce training material (presentations, documentation, exercises), in English, on how to use all of the basic features of the DMFAS 7 system. 6- Provide training in English to the debt officers of the Ministry of Finance in the basic use of the DMFAS 7 system. This will cover the recording of reference files, loans, debt securities, on-lent loans, grants and related transactions and the generation of standard reports, as well as use of the DMFAS 7 Trac System. 7- Produce mission report describing results achieved and giving recommendations on next steps to be undertaken by the government in relation to build a database in DMFAS 7.
