You have:

  • Bachelor's Degree in Monitoring and Evaluation, Statistics, Development Studies, Social Sciences, Economics, or a related field.
  • Minimum 3-5 years of practical experience in MEAL roles within donor-funded development or agricultural programmes.
  • Demonstrated experience designing and implementing MEAL frameworks, data collection tools, and digital monitoring systems.
  • Proven ability to conduct field monitoring visits, analyse data, and produce high-quality reports with KPI tracking.
  • Strong skills in quantitative and qualitative data collection, analysis, and presentation.
  • Proficiency in data management software (ODK, KoboToolbox, SPSS, Excel, Power BI or similar).
  • Fluency in Sesotho and English (written and oral) required.
  • Knowledge of agricultural value chain development, post-harvest management, and smallholder farmer contexts in Lesotho is an advantage.

The DMEAL Officer is responsible for designing, implementing, and managing the project's Design, Monitoring, Evaluation, Accountability and Learning (DMEAL) framework for the SADP II Commodity Groups Cluster Matching Grants project. The officer ensures robust data collection, management, and utilisation to track progress against KPIs, support evidence-based adaptive management, and enable transparent accountability to SADP II and beneficiary communities. The officer conducts regular field monitoring visits to commodity groups in the assigned geographic cluster and provides capacity-building support to strengthen beneficiary-level reporting and accountability.

Key Outputs/Responsibilities

Develop, implement, and manage the project DMEAL framework aligned with SADP II monitoring requirements and WVL global DMEAL standards 25%

  • Design data collection tools and monitoring databases; develop KPI tracking systems;
  • Establish data quality assurance protocols;
  • Ensure MEAL framework is integrated into all project activities from inception through completion

Conduct structured field monitoring visits to commodity groups across assigned districts to track activity progress, fund utilisation, and DIP milestone achievement - 25%

  • Collect, verify, and enter monitoring data into WVL's DMEAL system within 5 working days of collection;
  • Document photographic and narrative evidence;
  • Identify implementation bottlenecks and report to Project Coordinator with recommended corrective actions.

Compile and analyse monitoring data to produce KPI progress tables, data summaries, and analytical narratives for inclusion in quarterly and final reports to SADP II - 20%

  • Ensure all reporting data is disaggregated by sex, age, and commodity type;
  • Maintain up-to-date monitoring dashboards;
  • Support the Project Coordinator in preparing consolidated progress reports.

Facilitate quarterly internal reflection and learning sessions with project staff and selected commodity group representatives – 10%

  • Document lessons learned, adaptive management decisions, and course corrections;
  • Support the mid-project learning review in collaboration with SADP II and stakeholders;
  • Ensure learning is captured and reflected in subsequent implementation planning.

Manage the complaint and feedback mechanism log, ensuring all grievances are recorded, responded to within 10 working days, and reported to SADP II quarterly – 10%

  • Coordinate with community liaison officers;
  • Maintain confidentiality and integrity of the feedback system;
  • Ensure marginalised and vulnerable community members can safely access the mechanism.

Conduct baseline and end-line data collection exercises - 10%

  • Build the long-term monitoring and accountability capacity of commodity groups beyond the grant period;
  • Support commodity groups in preparing periodic technical and financial progress reports through provision of standardised templates, coaching, and report quality review.

Qualifications, Knowledge, Experience & Technical Skills

  • Bachelor's Degree in Monitoring and Evaluation, Statistics, Development Studies, Social Sciences, Economics, or a related field.
  • Minimum 3–5 years of practical experience in MEAL roles within donor-funded development or agricultural programmes; experience with IFAD or SADP-type projects is an advantage.
  • Demonstrated experience designing and implementing MEAL frameworks, data collection tools, and digital monitoring systems.
  • Proven ability to conduct field monitoring visits, analyse data, and produce high-quality reports with KPI tracking.
  • Experience facilitating learning reviews, reflection sessions, and adaptive management processes.

Knowledge/Technical Skills:

  • Strong skills in quantitative and qualitative data collection, analysis, and presentation.
  • Proficiency in data management software (ODK, KoboToolbox, SPSS, Excel, Power BI or similar).
  • Knowledge of agricultural value chain development, post-harvest management, and smallholder farmer contexts in Lesotho is an advantage.
  • Understanding of gender mainstreaming, social inclusion, and environmental safeguards in MEAL systems.
  • Familiarity with complaint and feedback mechanisms and accountability to affected populations (AAP) principles.

Working Environment / Conditions:

  • Field Travel: 70% travel within assigned district cluster (Northern Lesotho Cluster) is required to conduct monitoring visits and support commodity groups.
  • Office-Based: 25% for data entry, report writing, and coordination with the Project Coordinator.
  • On call: 5% – in emergency or surge situations, the position may be required to be on-call.
