You have:
- 5-10 years field experience in Program design and development, program monitoring, and evaluation, and capacity building.
- Previous experience with major donors (DFAT, EU, USAID, UN Agencies, etc.).
- Extensive experience in advanced Excel skills for data analysis, database management, and in building and using online data collection tools e.g. KoboToolbox.
- University Degree in Social field in International Development, or related field.
- Master's degree in social field in international development or related field (preferred).
- Strong influencing and excellent organizational skills, including a track record of program design and evaluation in a large complex organization.
- Good interpersonal skills and ability to build and maintain a strong team ethic between peers in a fast paced, high pressure complex environment.
- Demonstrated ability in the use of quantitative & qualitative methods including skills in questionnaire design (including online), survey techniques & participatory approaches.
- Excellent written and oral communication skills in English.
- Computer proficiency in word processing, Power Point, database, spreadsheet & graphics presentations (including on e.g. SPSS, FieldTask, KoboTool).
- Understanding of the NGO industry.
- The ability to think strategically and solve problems.

The Design Monitoring and Evaluation (DME) Team Leader will report to the Program Quality Manager. They will lead, support and manage DME processes, procedures, and matrix manage DME Officers in the field together with the DME Coordinator and with oversight from the Program Quality (PQ) Manager. The role will support WVSI team members in developing project-related tasks such as approval of log frames, results frameworks, M&E Plans, ITTs, develop tools, and other similar project assets. The Team Leader will provide daily/weekly/monthly troubleshooting support on issues as identified by DME Officers in the field or by the PQ Manager. The Team Leader will support the planning and tracking of DME Officers tasks to ensure cohesive workflow for each grant, that the teams know what they have to report on and when and have the necessary tools, and regular support to project teams. This position will be responsible to
- Ensure data integrity by ensuring that data collection is high quality and meets donor standards.
- Maintain and update the monitoring management system and make needful changes based on the selected indicators and processes.
- Coordinate the delivery of baselines, evaluations, and assessments with external consultants, internal project teams, and other stakeholders.
- Centrally file to the WVSI Program Quality Teams shared folders.
The purpose of the DME Team Lead position is to:
- Provide technical support to WVSI through quality and timely Design, Monitoring & Evaluation (DME) processes and tools in order to ensure accountability, effectiveness, efficiency and learning during the life of programs and projects.
- Ensure that DME Officers/DME project focal s provide WVSI leadership with reliable and accurate information to enable informed decision-making and to implement strategic initiatives.
- Support grant acquisition and management by providing accurate and timely data.
- Supervise WVSI’s community accountability system to ensure that the voices of community members influence WVSI’s programming approaches, and any concerns are brought to the attention of senior leadership.
- Maintain a robust knowledge management system that is easily accessible by the organization.
- Provide technical leadership to DME Officers to build staff capacity through on-the-job training.
MAJOR RESPONSIBILITIES:
- Provide Technical support to WVSI through quality and timely Design, Monitoring & Evaluation (DME) processes.
- Provides WVSI leadership with reliable and accurate information to enable informed decision-making and to implement strategic initiatives
- DME Team support GAM (Grants Acquisition and Management)
- Supervise WVSI's community accountability system
- Maintain a robust knowledge management and learning system
- Provide technical leadership to DME and knowledge management to officers
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:
- 5-10 years field experience in Program design, and development, program monitoring, and evaluation, and capacity building.
- Previous experience with major donors (DFAT, EU, USAID, UN Agencies, etc.).
