The purpose of the DME and GEDSI Specialist position is to ensure the implementation of a qualified monitoring and evaluation system, ensuring programs are evidence-based, inclusive, and accountable by mainstreaming GEDSI across all interventions to maximize World Vision’s program impact. The position supports reliable data collection, analysis, and reporting to strengthen decision-making and donor engagement. In addition, the role equips the capacity of staff and partners to integrate gender equality, disability, and social inclusion into all aspects of programming.

Design, Monitoring, and Evaluation
- Facilitate as appropriate the root cause analysis and development of the Pathway of change. Document the products of such processes and prepare them on time for use in Program and Projects
- Develop the M&E plan in collaboration with the TP/Project manager,
- Review the implementation of logframe, M&E plan and ITT to ensure that its logic is complete, in cooperation with the TP manager
- Adapt or develop tools and methodologies to meet the programme output and outcome monitoring requirements in collaboration with technical specialists.
- Critically test and review the tools to ensure that data will be reliable, and modify them based on testing. Ensure that forms enable collection of data by sex and age and track as ethically appropriate the MVCs and vulnerability markers.
- Develop guidance for data collection processes and data management to ensure quality.
- Routinely verify monitoring data collated from local programming areas for completeness, coherence and accuracy
- Develop a mechanism for systematically tracking adherence to national office protocols and procedures for monitoring and evaluation across area and technical programmes
- Develop and provide oversight of a system for checking the quality of monitoring and evaluation data at all levels of programming
- Consolidate and critically analyse monitoring reports from all programmes on an ongoing basis, aggregating according to industry standards.
- Conduct frequent field visits to assess the effectiveness of projects.
- Responsible for developing and maintaining monitoring dashboards for management decision-making.
- Assist in the documentation and dissemination of case studies and critical lessons learned to the project and the other stakeholders.
- Support the project team in conducting, workshops and relevant events. Assist the project personnel with DME tools and in supporting them in their use.
- Develop data presentations, and visualization techniques, using business intelligence tools like Power BI for internal decision-making and knowledge sharing. Also, if needed for donor and key stakeholders.
- Support PNS acquisition and project development of innovative, donor-aligned PNS proposals that respond to local needs and reflect promising practices. as assigned by line manager.

Gender Equality, Disability, and Social Inclusion.
- Guide inclusive consultations (e.g., Indabas, CWB consultations), ensuring the meaningful participation of communities, especially the most vulnerable groups.
- GEDSI Competency: Promote gender equality, disability inclusion, and social inclusion across all programmatic work. Apply GEDSI-sensitive analysis, inclusive planning, and risk management.
- Ensuring complaints and response mechanisms are accessible in all communities where WV works, in line with the Programme Accountability Framework (PAF), and captures GEDSI related complaints.
- Supporting teams to include and report on GEDSI-related indicators, using WV’s GEDSI domains of change;
- Co-lead office’s GEDSI Self-Assessment and support GEDSI action plan implementation
- Provide technical support for preparation of project design and proposals on integrating GESI including disability
- Support the organization to integrate GEDSI into strategies, budgets and existing plans; program quality/impact and shared learning; and communications and fundraising efforts; proposal development; new resource acquisition, priority-setting and action planning;
- Participate in GEDSI training, meetings and other initiatives to strengthen GESI technical capacity;
- Ensuring all staff, child monitors, and volunteers receive gender equality, disability inclusion and social inclusion refresher training at least once every two years
- Supporting staff to build capacity for disability inclusion by identifying children with disability using the Washington Group Questions and provide referrals/assistance to children with disabilities

System Coordination
- In Horizon systems, conduct quality checks to validate Horizon data on a regular basis and provide instructions/guidance to relevant teams to meet gaps in knowledge base maintenance.
- Co-lead IMPAQ system migration, ensure regular system reporting and good implementation.
- Provide support on system related requests from NO and AP team on daily basis.
- Seek support from Regional Office on system implementation and learn continuously.
- Manage user accounts (create, activate, deactivate as needed).
- Provide guidance and instructions to users on dashboard navigation, report access, and record updates
- Collect and forward user feedback, requests, and issues to the technical team
- Coordinate consistency in categorization and status of risks, resolving duplicate or inaccurate records.
- Support users in generating reports and consolidating data across systems.
- Direct users to iMPAQ Learning Centre and User Support for further assistance.

Learning and Knowledge Management
- Ensure all core documents and profile information are maintained & updated in WV's KM / IMS platform/s (Horizon, Box, etc.) by providing necessary guidance to project teams. Conduct quality checks to validate Horizon data on a regular basis and provide instructions/guidance to the relevant team to meet gaps in knowledge base maintenance.
- Oversee the implementation of documentation and information systems to ensure the reflection of findings has been incorporated into the future implementation of the program and get the feedback of staff and partners, ensuring that this data is secure and accessible.

Other Responsibilities
- Actively participate in relevant capacity-building initiatives (online or in-person) and spiritual development activities such as devotions and chapels.
- Perform other duties as assigned by the DMEAL and Program Quality Manager to support the overall mission and effectiveness of World Vision Mongolia's programming goals.
