Background & Rationale

In the framework of the Headquarters Efficiency Initiative (HQEI) launched by Office of the Executive Director (OED) in late 2021, the Division of Global Communication and Advocacy (GCA) is undertaking multiple efforts aiming at optimizing the use of its resources and achieving further efficiency gains. The efficiency seeking efforts are necessary, among others, to secure part of the resources (financial and human) needed to cover the existing resource gaps in the Division. The efforts will inform GCA’s revised proposal for the 2022-2025 Office Management Plan (OMP) and related documents that will be submitted for approval by the global Programme and Budget Review (PBR) in April 2022.

One stream of efficiency efforts includes the possible relocation of part of GCA team to lower cost location(s) outside New York. The analysis of suitability for relocation for certain capabilities has been performed by the Division, indicating that a small number of posts might be suitable for relocation. The global PBR is considering options for several possible lower cost HQ locations and will provide feedback and guidance for the Divisions during late January 2022 session of the PBR. Further analysis of relocation scenarios, including all the relevant elements needed to take informed decisions on potential relocation of part of GCA team, is needed to inform the final GCA submission to PBR in April 2022.

Another even more critical stream of divisional efficiency efforts includes the analysis of global HQ-led communication and advocacy functions and usage of time by GCA staff members, seeking for possible efficiency gains (e.g. by removing duplications or other “time stealers”, by simplifying structures or processes, or similar). Mapping and analysis of GCA functions and usage of staff time is needed to inform the internal GCA discussion and decisions on efficiencies, as well as the efficiency discussions and decisions in the Partnership cone of UNICEF HQ (which includes two other divisions, PFP and PPD).

Purpose

Provide structured mapping and analysis of GCA functions, capacities, and resource allocation (time and personnel) and make recommendations that will support the GCA Leadership Team to make decisions on efficiency gains in the revised divisional 2022-2025 OMP.

Expected results: (measurable results)

  1. A methodology and workplan for mapping of GCA functions, capacities and resources is produced in consultation with GCA leadership team
  2. A mapping and analysis of GCA’s current functions, capacities, and resource allocation completed using the agreed methodology
  3. Potential duplications, overlaps, inefficiencies identified, and recommendations made on what measures GCA could take to gain potential efficiencies

Description of the assignment

1. Mapping and analysis of Functions and capacities

  • Review existing key GCA documents to identify and understand the purpose and core functions of GCA as an HQ Division
  • Propose and agree on a methodology and workplan for doing a detailed analysis of GCA’s current functions, capacities, and resource allocation (e.g. number of staff, amount of time spent, volume of work)
  • Organize dedicated online sessions with GCA sections and units to complete the mapping and analysis as per the agreed methodology
  • Consult with supervisor and members of GCA Leadership Team in the process of mapping and analysis as required, providing updates, and seeking clarification and guidance

2. Presentation of analysis and recommendations

  • Review of background documents based on the mapping and analysis, identify potential areas of duplication, overlap and inefficiencies within and across GCA’s sections and current work process
  • Develop and propose specific recommendations on measures that GCA could take to address duplication or overlaps, meet gaps in capacities, and gain greater efficiencies with existing resources and capacities
  • Present draft recommendations and proposed solutions to GCA Leadership Team for their comments and feedback
  • Revise and finalize recommendations and proposed solutions based on feedback from GCA Leadership Team

Health Insurance

Consultants are required to certify that they are covered by medical/health insurance. Consultants who are required to travel beyond commuting distance to duty station(s) with hardship ratings other than “H” and “A” shall also certify that their medical/health insurance covers medical evacuations.

UNICEF does not provide or arrange life or health insurance coverage for consultants, and consultants are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants are responsible for assuming all costs related to required inoculations, vaccinations and medical examinations and reflect it as part of their bid for the assignment.

ONLY, in case of unforeseen official business travel, actual cost, including the visa fee, vaccination will be reimbursed in accordance with UNICEF Policy/procedure on official travel.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage and the consultant must provide proof of health insurance.

Consultants are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate.

VISA REQUIREMENTS

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

FEE

Requests for services under an individual contract shall normally require the consultant to indicate their all-inclusive fees (including lump sum travel and subsistence costs, as applicable) for the services to be provided.

When submitting their bid, the consultant is also advised to take into consideration as part of their bid for the assignment the cost of health insurance.

    • Describe a clear and realistic plan for delivering the services
  3. Relative Experience
    • Describe relevant experience specifically providing services for three recent engagements, one of which demonstrates experience working for a global/not-for-profit organization

To qualify as an advocate for every child you will have…

  • Advanced university degree in strategic management, business administration, social science or any relevant field.
  • A minimum of 10 years mixed experience in senior positions in a large organization/office related to:
      1. the private, public and not-for-profit sectors
    1. in global, decentralized and multicultural organizations
  • Fluency in English is required.
  • Prior experience as demonstrated from at least three (3) related projects undertaken within the last five (5) years, similar in nature to UNICEF’s TOR requirement and other specified skill(s) needed and related to this consultancy.
