The Statistics Department (STA) provides global leadership on macroeconomic statistical methodologies and standards for the Fund, its member countries, and the international statistical community at large. This aims at supporting Fund surveillance and lending operations, including through the strengthening of member countries’ capacity to produce and disseminate macroeconomic and financial statistics for sound policymaking. STA collaborates with other Fund departments and external partners to ensure that data needs for bilateral and multilateral surveillance are met.

The Government Finance Division (STAGO) provides global leadership in the development of methodological standards for government finance statistics and public sector debt statistics. The division represents the IMF in relevant international fora and working groups. STAGO prepares relevant guidance to help member countries and Fund staff address critical methodological and data issues in the fiscal area. The division supports the IMF’s surveillance and lending work through the provision of technical advice to country teams and through the collection, processing, and dissemination of cross-country comparable fiscal data. The division manages an extensive capacity development program, with a large part of the technical assistance and training delivered through the IMF’s Regional Capacity Development Centers (RCDCs). The division contributes to initiatives to enhance debt transparency, including through collaboration with other international and regional organizations in the development and dissemination of annual and quarterly public sector debt statistics. STAGO contributes to the department’s work program on the Sustainable Development Goals and on environmental-economic and climate change statistics to support the development of climate change mitigation and adaptation economic and financial policies.

Duties and Responsibilities:

The Division Chief will manage a division of approximately 20 staff, including two deputies. In addition, s/he will oversee the work of a team of long-term field experts providing TA and training through the Fund’s network of 17 RCDCs.

The specific responsibilities include:

  • Working closely with IMF departments and supporting the Fund’s surveillance and lending work, including through STAGO staff participation in Article IV work, where government finance statistics and public sector debt statistics issues intersect with the operational work of IMF country teams.
  • Contributing to the development of international standards and methodology on government finance statistics and public sector debt statistics and promoting their implementation and use in policy analyses.
  • Representing the IMF in international fora and working groups developing international standards for government finance statistics and public sector debt statistics.
  • Planning, overseeing, and managing STA’s capacity development program in the area of government finance statistics and public sector debt statistics.
  • Managing conceptual work aimed at furthering the development of measurement frameworks, including to integrate public finance, economic, financial, and climate related statistics.
  • Promoting and managing research work in the division’s areas of responsibility.

Qualifications:

STA is seeking a dynamic, highly motivated individual with demonstrated intellectual leadership and a proven track record of outstanding people and work management skills. S/he should also have excellent interpersonal skills and the ability to work well with subordinates, peers, and supervisors.

The successful candidate should possess:

  • An advanced degree in economics, statistics, or related fields supplemented by a minimum of fifteen years of relevant work experience; a good grounding/experience in quantitative analysis; and measurement-oriented research.
  • Experience in producing and/or significant use of government finance statistics and/or public sector debt statistics and an understanding of the statistical frameworks used to produce government finance statistics and public sector debt statistics.
  • Demonstrated capacity in strategic and analytical thinking, an innovative mindset, and sound judgement.
  • Demonstrated ability to lead and manage staff, both in terms of organizing, delegating, and planning, as well as attracting, motivating, and developing staff.
  • Diplomatic and partnership skills; and an ability to build/maintain relationships within the organization and with outside stakeholders, to further departmental objectives and understand the needs of STA’s key stakeholders.
  • Outstanding oral and written communication skills.
