Background and purpose of Activity/Assignment:

The Effective Vaccine Management Assessment (EVMA) conducted in 2018 highlighted good infrastructure across all the three levels of supply chain: National, District and Health facility. The scores for Criterion 8 of the EVMA “Buildings, equipment and transport” attained were 80%, 89% and 83% respectively. Although the national performance was commendable, there were 6 of the 10 districts that presented challenges related to infrastructure, including: Maseru, Mohale’s Hoek, Qacha’s Nek, Thaba-tseka, Quthing and Mafeteng.

Maseru district serves the largest population in the country with the highest number of public and private health facilities. Based on the cold chain capacity requirements for Maseru, there is a dire need for proper with a walk-in room. The other five districts are in the highlands where there are challenges such as snow in winter leading to power cuts and making the districts vaccine store inaccessible by road.

The scores were based on availability of adequate space for storage of equipment and supplies, offices space for the store manager, availability of generators etc. This situation has become even more challenging due to the current COVID vaccination rollout, augmenting the need for additional space. While the Government of Lesotho is currently constructing the Maseru District Vaccine Store (DVS), there remains an urgent need to rehabilitate/construct the other nine district vaccine stores to ensure adequate supplies and vaccines are safely stored to respond to emerging needs brought about by the COVID-19 vaccination rollout in addition to routine immunization.

UNICEF Lesotho UNICEF is currently implementing rehabilitation/construction project of nine DVS in coordination with the Ministry of Health Expanded Programme of Immunization (EPI) and Estate Department teams, as well as District Health Management Teams (DHMT). Therefore, UNICEF will require expertise of national civil engineer or architect to coordinate and oversee all the rehabilitation and construction related activities in Lesotho.

Scope of Work:

Under the supervision of the Chief Child Survival and Development (CSD) and in consultation with the Ministry of Health (MoH) Expanded Immunization Programme (EPI) and Estate Department Teams, the District Vaccine Store (DVS) Construction Consultant will plan/develop construction project, oversee, follow-up, site monitoring and reporting of the rehabilitation and construction works on behalf of UNICEF, which will be implemented by UNICEF subcontracted companies. Additionally, he/she will oversee and provide guidance to the site engineers in the nine districts (except Maseru).

Specific tasks are as follows:

  1. Oversee and manage work of rehabilitation and construction of permanent DVS (timeline, quality, cost) in nine different areas.
  2. In coordination with CSD/Immunization team, Supply Section and MoH’s EPI and Estate Department teams, support on preparing and approving required technical project assessments, Terms of References (ToRs), Scope of Work (SOW), Bills of Quantities (BoQs) and technical specifications.
  3. Participate in visits to evaluate sites for potential construction projects in terms of suitability for construction, costs and timelines.
  4. Support the procurement process, as follows (1) verify the TOR and technical documents included in the tender documents; (2) participate in the pre-tender meeting with organized for the potential bidders; (3) answer technical questions raised by bidders during the tendering period; (4) participate in the evaluation of technical proposals submitted by bidders.
  5. Ensure that all the payments and financial dues of contractors are managed and processed.
  6. Ensure that construction and rehabilitation projects are designed, developed and implemented according to the organization polices and guidelines.
  7. Ensure that effective quality control systems are in place and designing and construction companies, that are contracted by UNICEF, work in compliance with technical specifications and quality standards.
  8. Visit each site on a monthly basis to monitor progress and ensure time and budget schedules have been met;
  9. Prepare progress, final and handover project reports and maintain the required records.
  10. Coordinate all the technical work with the related stakeholders including EPI, Estate Department and DHMT, as well as contracted construction companies.
  11. Compile, update, and report relevant projects data using appropriate tools.
  12. Submit progress/final reports to direct supervisor and Supply Section, as well as Ministry of Health as required.

  • A university degree in civil engineering or architecture
  • Minimum of 2 years experience in civil work projects including construction projects and finishing works.
  • Experience as project manager is desirable.
  • Language: Fluency in English; fluency in Sesotho is an advantage

Administrative issues:

This consultancy is office based.

The selection and conditions of service of consultants will be governed by and subject to UNICEF’s Policies and General Terms and Conditions for individual consultants/contractors.

No contract may commence unless the contract is signed by both UNICEF and the consultant/contractor.

Consultant/Contractor will be required to complete mandatory online courses (e.g. Ethics, Prevention of Sexual Exploitation and Abuse and Security) upon receipt of offer and before the signature of contract.

Consultant/Contractor will be required to sign the Health Statement for consultants/contractors and to share an applicable proof of health insurance covering medical evacuation (if travel is involved) prior to taking up the assignment.
