OBJECTIVES OF THE PROGRAMME

Coordonner le soutien technique au pays dans la lutte contre les maladies transmissibles et non transmissibles, soutenir le renforcement des capacites des ressources humaines en matiere de planification, de prevention, de suivi et d'evaluation des plans de mise en œuvre des programmes en collaboration avec le bureau regional et le siege.

DESCRIPTION OF DUTIES

Le titulaire du poste devra :1. Assurer une gestion saine par un positionnement strategique (plans de travail provinciaux/nationaux) Communiquer, et obtenir l'engagement des membres de l'equipe, une vision claire de l'objectif vise qui s'inscrit dans le schema directeur et le programme des cadres mondiaux et regionaux de l'OMS. Il/elle traduit ces orientations en strategies realisables et hierarchise les objectifs et les projets afin de soutenir efficacement la mise en œuvre par le pays de ses plans et sa politique de sante. Il/elle encourage et dirige les travaux intersectoriels avec les responsables de la sante et les partenaires non sanitaires. Il/elle constitue une equipe competente en s'assurant les meilleures ressources, en offrant des possibilites d'apprentissage et en fournissant un encadrement et un retour d'information continus. Il/elle fixe des attentes claires en matiere de performances, delegue efficacement et suit et mesure les progres accomplis par rapport aux objectifs ; 2. Mener des activites de mise en reseau, de renforcement des capacites et de mobilisation de ressources, etablir des partenariats et jouer un role important en matiere de plaidoyer et de communication. S'assurer activement des possibilites d'etablir des partenariats dans le cadre d'un vaste reseau de contacts, y compris les partenaires donateurs et les points focaux nationaux. Presenter des exposes techniques afin d'assurer une transmission precise et coherente des messages et des conseils de l'OMS par le personnel de l'equipe et du programme ; 3. Se tenir au courant des principales preoccupations en matiere de sante et utiliser ses connaissances et son expertise pour analyser systematiquement les problemes, surmonter les obstacles et prendre des decisions cles qui aboutissent a l'application efficace de l'assistance technique au pays. Jouer un role de premier plan dans les initiatives et les innovations en matiere de recherche, de prevision et d'etudes cliniques. Engager un dialogue au niveau strategique afin d'influencer la politique nationale et veille a la coherence des conseils politiques fournis par l'equipe et le personnel du programme ; 4. Assurer la liaison principale entre l'OMS et le ministere de la sante et d'autres partenaires pour les questions relevant de son domaine, notamment le VIH/sida et l'hepatite, la tuberculose, le paludisme, les maladies tropicales negligees et les maladies non transmissibles.5. Planifier, organiser et coordonner le programme de cooperation technique de l'organisation dans le pays dans le domaine de la prevention et du controle de la maladie ; 6. Participer a la formulation de politiques, de strategies, de plans, d'objectifs et de methodologies pour l'execution et l'evaluation des programmes, en tenant compte des besoins specifiques du pays et des buts/objectifs que l'equipe UCN du bureau pays de l'OMS vise a atteindre ; 7. Fournir des conseils techniques au Representant et au personnel technique designe et au personnel sur le terrain. Contribuer a l'evaluation des performances de l'ensemble du personnel de l'equipe UCN du bureau. 8. Coordonner et analyser la collecte des connaissances techniques et scientifiques liees a son domaine de specialisation et diffuser les connaissances et les resultats les plus recents, y compris au bureau regional, afin de repondre aux besoins techniques de l'OMS dans la region, ainsi qu'aux institutions et partenaires nationaux appropries ; 9. Coordonner la programmation et l'execution des activites de l'equipe avec celles d'autres domaines de travail connexes afin de maximiser l'utilisation des ressources ; 10. Constituer une equipe competente en s'assurant les meilleures ressources, en offrant des possibilites d'apprentissage et en fournissant un encadrement et un retour d'information continus. Fixer des attentes claires en matiere de performances, delegue efficacement, controler et mesurer les progres accomplis par rapport aux objectifs ; 11. Guider, encadrer, motiver et gerer l'ensemble du personnel du groupe UCN place sous son autorite notamment le responsable du paludisme, le responsable de la tuberculose, le responsable du VIH/Sida et des hepatites, le responsable des maladies non transmissibles, le responsable des maladies tropicales negligees, les personnels administratifs et de soutien, etc. 12. REQUIRED QUALIFICATIONS

Education

Essential: Doctorat en medecine avecune specialization medicaleet unespecialisation en sante publique. Desirable: Diplome superieur en maladies non transmissibles, maladiestransmissibles, sante publique ou epidemiologie.

Experience

Essential: Au moins dix (10) ans d'experience professionnelle a responsabilite progressive dans la gestion des maladies, en particulier dans les domaines de l'investigation, de la surveillance et du controle, ainsi que de la formulation de strategies et de plans d'action pour la mise en œuvre de programmes de prevention des maladies. Bonne experience professionnelle internationale et/ou regionale dans la fourniture de conseils et de services techniques a des homologues nationaux et a d'autres partenaires dans la lutte contre les maladies transmissibles et non transmissibles. Desirable: Une experience de travail avec des agences des Nations unies ou des organisations humanitaires internationales non gouvernementales, bilaterales ou multilaterales, serait un atout

Connaissance approfondie de la situation du pays en ce qui concerne les maladies transmissibles et non transmissibles ; bonne comprehension des besoins, des priorites et des politiques de la RDC, ainsi que des politiques, pratiques, lignes directrices et procedures de l'OMS dans des domaines connexes, et capacite a les appliquer dans le pays. Capacite a identifier les problemes, a formuler des arguments et des opinions, a formuler des conclusions et des recommandations. Capacite a examiner et a reviser les politiques et les objectifs du programme et des activites qui lui sont assignees. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4984 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
