Result of Service

Quality and quantity of expertise in team context for successful implementation of continued rollout of anti-discrimination law Guide – in particular as concerns translations published in 2024 -- and adjunct minority artist human rights actions; effective provision of expertise for the further development of OHCHR equality law extranet SharePoint, including regular update and maintenance, and continued development of national-assessments; measurable contribution of successful implementation of workplan as concerns descent-based discrimination; measurable advancement of participation-related work, including as concerns UN guide on minorities; number of meetings convened in areas under contract.

Duties and Responsibilities

The Consultant will undertake a series of discrete tasks in support of (1) rollout, particularly in the Asian region, of OHCHR/ Equal Rights Trust Guide “Promoting Minority Rights: Protecting Minority Rights: A Practical Guide to Developing Comprehensive Anti-Discrimination Legislation, including but not limited to research on lawmakers, parliamentarians, civil society groups and others at national level in the Asia region engaged on advancing equality law at national level, as part of a team involving OHCHR and partner Equal Rights Trust (ERT); expert and practical input in the run-up to, during and after OHCHR regional equality law missions in 2024; regular participation in anti-discrimination law team meetings, including record-keeping and follow up; maintenance of OHCHR extranet SharePoint resources on equality/anti-discrimination law. (2) With a view to assess what equality systems are available at the national level to combat descent-based discrimination, IPMS is launching a research project on five countries of South Asia where descent-based discrimination is most prevalent (India, Nepal, Pakistan, Bangladesh and Sri Lanka). The consultant will be responsible to conduct the research on Nepal and to compile results of all of the research that will be submitted through partner non-governmental organizations on India, Pakistan, Sri Lanka and Bangladesh. At a first stage, the research documents will be archived as a database into the OHCHR SharePoint (with limited access to partner organizations) where UN colleagues can access this information. An expert workshop will be organized in the region in 2024 on the outcome of the research and on effort that could be deployed to strengthen protection at the national level in each country. (3)The United Nations Guide for Minorities (2011) provides practical advice on protecting minority rights, the consultant is to review and conduct an in-depth research and provide a draft updated user-friendly version of the Guide.

Qualifications/special skills

Advanced degree in Law, Human Rights or similar field At least 2 years of relevant work experience.

Languages

Fluency in English is required. Another UN language is an advantage
