The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization. WFP’s mission is to help the world achieve zero hunger by 2030 as per Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

Since 1979, WFP has provided support to the Cambodian people to meet their emergency needs and enhance the long-term food and nutrition security of vulnerable households and communities. Across Cambodia, WFP has supported the building and rehabilitation of rural infrastructure and productive assets, implemented programmes to support the nutrition of vulnerable people, assisted disaster-affected households and promoted children’s education and health through its school feeding programme and scholarships to children from poor households.

The WFP Country Strategic Plan (2019-2023) aims to complement and contribute to the Government of Cambodia’s efforts to achieve zero hunger through supporting school feeding programmes, strengthening resilient local food systems, enhancing government capacities on crisis management and disaster risk reduction, promoting digital transformation and enhancing food security, nutrition and social protection governance.

WFP’s work on crisis management and disaster risk reduction is a critical part of its role in Cambodia. WFP aims to enhance national and subnational capacities for disaster risk reduction activities and emergency preparedness and response through (1) government institutional support, (2) interagency humanitarian coordination and (3) community-level preparedness. WFP works closely with the National Committee for Disaster Management (NCDM), its subnational disaster management committees, relevant line ministries, the Cambodian Red Cross and other stakeholders to strengthen institutional capacities, systems and tools to prepare for and respond to recurrent natural hazards. Under the direct supervision of the Programme Policy Officer, the UN Youth Volunteer will support WFP’s disaster risk reduction portfolio and support Government and inter-agency disaster preparedness, coordination and response in Cambodia. This includes the following tasks:

Programme management and coordination

Support the disaster risk reduction team and liaise across functional teams in WFP to ensure a well-coordinated and coherent approach within the scope of WFP disaster risk reduction programmes in consultation with the Government and partners and in line with WFP corporate policies.  









Undertake field missions to support the design, implementation and monitoring of WFP’s risk reduction programmes. 


Contribute to knowledge products related to disaster risk reduction, including situation reports, dashboards, and presentations.  


Support partnerships for collaborative implementation of disaster risk reduction activities, including with Government and partners. 


Contribute to the development of funding proposals for disaster risk reduction activities in line with the Country Strategic Plan and priorities of the Government and partners. 


Support WFP’s internal readiness and capacities for emergency preparedness and response, including updating the Emergency Preparedness and Response Package.  









Ensure gender, disability and accountability to affected populations are considered throughout all areas of work. 


Support the development, monitoring and reporting on work plans and budgets. 

Technical assistance

Contribute to the support to Government and partners to update national/subnational contingency plans for potential disasters and organize simulation exercises to practice these with stakeholders. 









Contribute to the support to Government and partners to utilize disaster management information systems and early warning systems for emergency preparedness and response.

Demonstrated interest and/or experience (up to 2 years) in the following fields (not mandatory, however experience in this field would be beneficial):

The climate of Cambodia is tropical, monsoonal and is characterized by heat and humidity. The rainy season is May to October and the hot, dry season is November to April.

Houses and apartments are available to suit most budgets and preferences. House hunting is not difficult in Phnom Penh. The usual means of locating suitable accommodation is through estate agents/realtors. The National UN Volunteer is required to follow the UN residential security requirements as per the local MORSS when choosing their accommodation.

For daily transportation in Phnom Penh taxis and tuk-tuks (a motor-powered rickshaw) are widely available through ride sharing applications. Some UN volunteers chose to purchase their own mode of transportation, be it a car, a motorbike or a bicycle. It is strictly recommended by UN security to wear seatbelts in cars and helmets when traveling on motorbikes, tuk-tuk or bicycling.

In terms of health, common diseases in Cambodia are those which exist in other tropical countries like diarrhoea, malaria, and dengue. Most of the serious cases have been reported contracted in hilly, rural and densely forested areas. City dwellers like in Phnom Penh can also be at risk due to poor disposal of waste. Generally, in cities, people use purified water for drinking and cooking. The recommended vaccinations are those against typhoid, Hepatitis A, Hepatitis B, Tuberculosis and Japanese Encephalitis. While medical facilities in Cambodia are sufficient for the treatment of most routine ailments and minor accidents, illnesses and accidents of more serious nature require medical evacuation, usually to Bangkok or Singapore. The current security level is UNDSS Level 1.
