BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

African Risk Capacity (ARC) is a Specialised Agency of the African Union.The ARC Agency leads the ARC Group, a development finance institution that provides financial tools and infrastructure to help countries manage natural disaster risks and adapt to climate change. It counts 34 AU countries as members and is supervised by a ministerial level governing board elected by its Conference of the Parties. The ARC design and establishment phase was managed by WFP, under a MoU with the African Union, and WFP continues to provide administrative services support to the ARC Agency through an administrative services agreement.

In line with the Article 3 of ARC Establishment Agreement, the objective of the ARC Agency is to assist the Member states to reduce the risk of loss and damage caused by Extreme Weather Events and Natural Disasters affecting Africa’s populations by providing targeted responses to disasters in a more timely, cost-effective, objective and transparent manner. Art 4 (b) of the same agreement emphasises that ARC Agency shall begin by assisting Parties to plan and prepare for emergencies caused by drought, and will later expand to address other types of Extreme Weather Events and Natural Disasters; and art 4 (d) reads that ARC shall assist Parties in assessing the financial impact of Extreme Weather Events and Natural Disasters.

Accordingly, ARC is looking to recruit two (2) consultants to support it to develop disaster risk profiles for select beneficiary countries to better understand their exposure to natural hazards, associated vulnerabilities and impacts. The natural hazards for which profiles will be developed for the targeted countries include the following: drought, flood, tropical cyclone, earthquakes and landslides. The targeted countries are in West and Central, Eastern and Southern Africa. The risk profiles will enhance the understanding of natural hazard risks across different ARC Member States, facilitate the development of strategies to manage the risks and enhance the dialogue on disaster risk financing on the Continent.

Country risk profiles uniquely provide a framework for a quantitative risk assessment of a country’s risk profile by highlighting the country’s exposure to different hazards, its ability to withstand shocks (i.e. vulnerability or resilience) as well as its ability to develop the policies and institutional arrangements needed to foster stable economic growth and resilience to shocks. Achieving corporate objectives requires commitment to a common strategy by ARC and Government. The CRP is meant to facilitate complementarity of actions and synergies towards the achievement of results at country level and beyond.

Section 1****: Scope of Study

The ARC is therefore seeking for consultants for the development of disaster risk profiles of twenty countries in Africa. The purpose of the consultancy would be to objectively:

  • Lead and undertake background research to identify the hazards the targeted Member States are exposed to by reviewing relevant literature and databases deemed appropriate.
  • Lead the consultation of in-country stakeholders within the disaster risk management and financing sphere to understand the specific risks faced by the country, including relevant government Ministries, Departments and Agencies, International Organizations and Academia.
  • Map the geographic areas, assets and populations exposed to different natural hazards in the targeted ARC Member State (s).
  • Collate data and statistics on the historical impacts of the identified natural hazards on assets, human populations and productive sectors in the targeted country (ies) using national and international databases and relevant research publications.
  • Undertake the collation of data and statistics on the frequency, severity and historical impacts of identified natural hazards in terms of response costs, damages and losses in the targeted country (ies).
  • Present the modelled estimates of population affected and response costs of hazards that have already been modelled by ARC such as drought and tropical cyclones. For countries where the ARC drought models have not been customised, default customisations will be used to generate the estimates of population affected and response costs/losses.
  • Produce risk metrics on the modelled or collated response costs or losses or population affected historically for the different hazards in the targeted Member States.
  • Lead and manage the validation of the developed risk profiles with ARC and relevant in-country stakeholders including the organizing validation workshops and incorporating relevant feedback and suggestions.

Section 2****: Indicative Methodology and Timelines

It is expected that this study should be completed Within 5 months.

  1. Development of two (2) Country Disaster Risk Profiles (CRP) per consultant, and submission of draft final report and Communication materials (soft copies) – Due in 5 months after signing the contract. The final Country Risk Profile will be produced following an outline provided by ARC and all Risk Profiles for the different countries will follow the same outline.
  2. Presentation of report to ARC and country Technical Working Groups for validation and incorporation of relevant feedback (continuous throughout the period of the consultancy)
  3. Final report and Communication materials (both soft and printed copies) – Due three weeks after submission of the draft report, and will include ARC & TWG inputs and comments

DELIVERABLES AT THE END OF THE CONTRACT:

The consultants will review and adopt the developed methodological/analytical approach that includes a complex and wide range of factors with findings presented in the form of a detailed report, a condensed version for communication and dissemination of findings through soft and hard copies, and a PowerPoint presentation.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Applicants must have at least a Master’s degree in one or more of the following disciplines: Economics, Agricultural Economics, Agriculture, Environmental Sciences, Disaster Risk Management, Disaster Risk Financing, Climate Change Economics, or other closely related fields.

Experience:

  • At least eight years of progressively responsible professional experience in the field Disaster Risk Management and Disaster Risk Financing including with International and Inter-Governmental Organizations, International NGOs, Foundations or Government Services
  • Experience on climate risk modelling and or using climate risk models
  • International experience including Africa experience is an asset.
  • A strong track record in climate risk financing with a strong focus on plan prioritisation and value-for-money analysis
  • Solid capabilities in each of the following areas:

    • Project design and mapping of relevant stakeholders
    • Monitoring and evaluation of climate planning
    • Value-for-money and cost benefit analysis
  • Experience in working with Private Public Partnerships is an added

    advantage

    Knowledge and Skills:

  • Significant experience with climate change adaption programmes, with an expert knowledge of the UNFCCC, climate adaptation funds and the international dialogues and debates on climate change adaptation.

Languages:

  • Fluency (level C) in English language
  • Fluency in oral and written French is strongly desired
  • Intermediate knowledge of another AU official language – Arabic or Portuguese – is also desirable.
