1.2. Major Responsibilities •

  • Effective and Innovative Leadership in Disaster management (DM)
  • Ensure the National Office (NO) strategy demonstrates anticipatory action to address common risks and hazards prevalent in country.
  • Ensure the NO Technical Programmes integrates aspects of DM, especially Disaster Risk Reduction (DRR) through anticipatory action within appropriate for its context.
  • During emergencies, set up contingency plan, develop and monitor implementation of Response strategy/plan that addresses WV strategic goals to meet humanitarian needs.
  • Ensure deployment of effective resources for emergencies. ➢ Assuring standards of excellence in the management of human, financial, capital, and technical resources of the Portfolio.
  • Ensure World Vision implements principled humanitarian action that adheres to internal and international humanitarian standards.
  • Ensure Clusters or long-term programs in high risk contexts systematically mainstream DRR including clearly articulated Child Focused DRR components influencing key internal and external stakeholders.
  • Lead the Documentation and sharing of best practices in disaster management across the organisation to enhance learning. • Preparedness & Early Actions/Anticipatory action ➢ Ensure timely information, early warning data is gathered, analyzed and reported to the NO Senior Leadership and shared with the regional office on a monthly basis at a minimum.
  • As needed and required, Disaster Preparedness Plans (DPPs) are developed, implemented and managed. ➢ Ensure Early Warning information is utilized to adjust interventions and activities to ensure child wellbeing in changing contexts. ➢ Investigate and propose to senior management the best cash delivery agent/s for Food Assistance. ➢ Ensure the National Office has a designated NEPRF and a clear NEPRF policy. I. POSITION’ S DETAILS 2 | P a g e ➢ Be actively involved and/or ensure National Office involvement in major consortiums/Working Groups/ groups directly involved with humanitarian response as needed and as appropriate. ➢ Work with Resource Development Unit to ensure adequate funding to address humanitarian needs is acquired. ➢ Preposition relevant vendors through sensitization and signing of MOUs for timely adequate supplies for any response. • Capacity Building ➢ Ensure the proper functional capacity of National Disaster Management Team (NDMTs) including identification, reporting, training, growth and the deployment of NDMTs (as per the EMS Structure)
  • Ensure effective implementation of Anticipatory action through capacity building and ongoing coaching of Clusters staff ➢ Ensure the NO conducts Annual DM capacity assessment and performance reviews. ➢ Work together with M&E Team to identify areas for research to deepen the learning around Cash Based Programming (CBP).
  • Ensure members of the NDMT Complete all security courses relating to their sector on ecampus. • The operation plan for all food assistance project is in place & guides implementation
  • Prepare and present comprehensive operating plan for the Food Assistance Program.
  • Setup CBP project team and ensure each staff contributes to the project outcomes according to the plan.
  • Together with M&E unit setup monitoring indicators and ensure M&E unit are delivering monitoring reports on regular basis.
  • Setup / revise project budget and monitor its implementation. Ensure all expenditures according to WV financial policies and manual.
  • ➢ Monitor donor’s incoming commitment to ensure funds availability for monthly operation.
  • Ensure project is running according to the agreed timeframe and Detailed Implementation Plan.
  • Monitor the transfer-value to ensure its efficacy / relevancy to the current retail price. If transfer-value no longer relevant, revise the transfer-value by engaging relevant stakeholders and revise project budget accordingly.
  • Coordinate and communicate with internal stakeholder to promote integration and smooth project transition.
  • Coordinate with external stakeholders including, but not limited to, academia, NGOs, Government, Private Sector, USAID and WFP in order to advance the learning goal of the project.
  • Maintain all documentation relating directly to Cash Transfer activities appropriately filed. • Reporting
  • Develop sector reports (MMR, Semi-Annual, Annual Reports) and CWB Annual Report
  • Prepare monthly reports and coordinate monthly reflection meetings internally with unit members and externally with the relevant sectors
  • Ensure reports are sent according to the agreed schedule to donor, Support Offices, FPMG and other relevant entities.
  • Manage ad-hoc issues arise from day-to-day project implementation
  • Keep management and EARO HEA team informed of the emergency operations under way and accomplished by all WV Programs in the country.
  • Ensure UN Funded projects are reporting in alignment to donors calendars

Qualifications and Job Requirements

  • Minimum: Bachelor Degree in Project Management, Business management, Community Development, Agriculture, disaster management, international development Sociology, or related field •
  • Preferred; MBA/MSc Degrees (in above disciplines). •
  • Requires at least five years’ experience in both humanitarian emergency and community development and hands on operations. •
  • Working knowledge of humanitarian codes, standards, principals, and ability to mainstream leading cross-cutting themes.
  • Experience in developing and implementing all types of food programming (GFD, FFE, FFA, SFP, Cash transfers)
  • Empirical knowledge of emergency response DM&E processes. • Proven track record for multi-sector
  • Ability to facilitate appropriate information flow and coordination amongst a complex range of internal and external stakeholders/Pr
  • Good theoretical and working knowledge of Cash-Based Programming •
  • Good working knowledge of WFP, USAID, EU, CIDA and other food resource donor guidelines.
  • Extensive understanding of Social Safety Nets, Livelihoods and associated methodologies (e.g. Logical framework approach, results-based management, most significant change etc...)
  • Analytical and systematic in approach, yet able to think and act strategically • Experience in Project Management
  • Excellent interpersonal and communication skills
  • Committed to WV values and able to demonstrate them.
  • Strong relationship building/network capacity, excellent communication skills, spiritual maturity in Christian faith, ability to influence, innovative, and proactive personality
