Disaster Risk Management (DRM) Coordinator

The Role:

The DRM coordinator – EMERGE will be responsible for assessing, planning, and implementing strategies to mitigate disaster risks within the EMERGE Project. The position-holder will spearhead DRR planning in support of timely and effective responses. S/he will champion staff and partner capacity building and continuous learning to ensure high-quality DRR response which aligns with industry standards/ competencies for DRR and emergency response. The position holder will monitor early warning information, updating AA responses.

S/he will oversee the creation of DRR plans for producer groups and cooperatives, focusing on food security and livelihood diversification. He/she will organize and facilitate local training sessions on DRR to empower producer groups and cooperatives. Foster partnerships among stakeholders and coordinate forums for sharing best practices in DRR. Collect and disseminate findings from DRR activities, maintaining up-to-date knowledge of key threats and government policies related to DRR. This role involves collaboration with local communities, government entities, and NGOs to enhance community resilience against natural disasters and improve livelihoods.

Working with the M&E team, the EMERGE DRM coordinator will ensure participant-level data is collected as per designed tools and timelines, and feedback from the data is provided to the implementing teams and findings used to inform program adaptations. The DRM Coordinator will report to the EMERGE Resilience and Livelihood Advisor and work collaboratively with the Monitoring and Evaluation Coordinator, and Graduation Approach (GA) Coordinator, Cash Transfer and Compliance Management (CTCM) Coordinator in the collection, analysis, and utilization of information from a broad range of sources to inform day-to-day program implementation;

Key Responsibilities:

Disaster Risks Assessments;

• Conduct comprehensive disaster risk assessments in targeted communities.
• Analyze vulnerabilities and capacities of communities to withstand disasters
• Assist in identifying early warning triggers through WVI systems (SomReP) and local sources, enabling producer groups to activate anticipatory actions.
• Collaborate on creating a menu of anticipatory actions for agriculture and livestock projects at the project level.
• Develop and implement disaster risk management plans aligned with USAID guidelines and best practices.
• Promote community-based approaches to risk reduction and resilience building.;

Coordination and Collaboration;

• Collaborate with government agencies, international organizations, and local NGOs to enhance disaster management efforts.
• Participate in relevant coordination meetings and forums to represent project interests.
• Represent the project in relevant forums and working groups focused on disaster risk reduction
• Encourage synergy and partnerships among various activities and stakeholders operating within project areas.
• Collaborate with WVI Somalia’s and SomRep agriculture, livestock, and resilience sectors to expand the implementation of effective DRR practices.
• Stay updated on Somali government policies and plans regarding DRR, ensuring effective communication of best practices and adherence to project standards.
• Build and maintain productive relationships with district, state, and federal governments concerning DRR in productive sectors;

Capacity Building;

• Conduct assessments to identify gaps in local capacities related to disaster management and resilience.
• Collaborate with stakeholders to develop action plans that address identified needs.
• Organize training sessions and workshops for local stakeholders on disaster preparedness and response.
• Facilitate the establishment of community disaster management committees.
• Advocate for the integration of disaster risk management into local and national development policies.
• Engage in dialogue with policymakers to promote supportive frameworks for resilience-building efforts
• Create platforms for knowledge exchange among communities and between different stakeholders to foster learning and innovation in disaster risk management.
• Document and disseminate best practices and lessons learned from resilience initiatives;

Monitoring and Evaluation

• Develop indicators to measure the effectiveness of disaster risk management initiatives.
• Keep informed about key threats and risks to food security and livelihoods in project areas, focusing on DRR
• Regularly monitor and report on project performance and impact related to disaster risks.
• Prepare regular reports on project progress, challenges, and achievements related to disaster risk management.
• Document and disseminate case studies and success stories;

Working Environment:

The position is field-based in Baidoa with frequent travel to field operation areas required.
