Duties and Responsibilities The Sendai Declaration and the Sendai Framework for Disaster Risk Reduction 2015-2030 (SF) adopted by the 3rd United Nations World Conference on Disaster Risk Reduction 2015, were subsequently endorsed by Member States in the United Nations General Assembly. The Sendai Framework provides the framework for all-of-society and all-of-State institutions engagement in preventing and reducing disaster risks posed by both natural and man-made hazards and related environmental, technological and biological hazards and risks.

The Mid Term Review of the Sendai Framework (MTR SF) is a one-off and core requirement of the UNDRR, called for by the United Nations General Assembly, the UN Secretary-General, and the Sendai Framework itself as part of the follow-up and review of its implementation. The MTR SF provides the opportunity for Member States and other stakeholders to examine lessons from the implementation of the SF framework to date, as well as risk reduction actions made in support of other relevant agreements, conventions and frameworks, and identify potential policy adjustments and new implementation modalities for the second half of the period of the Sendai Framework, that amplify and accelerate efforts to realise its outcome and goal, and those of the 2030 Agenda for Sustainable Development amongst other global agreements, frameworks and conventions.

The consultant will work under the supervision of the Deputy Chief of the UNDRR Regional Office for Asia Pacific and in close liaison the focal point from the Asia Pacific Center for the Development of Disaster Information Management (APDIM).

The main task and deliverables of the consultant will be: - Desk review of existing studies (including but not limited to: Disaster Related Statistics Framework (DRSF), Sendai Framework Monitoring including its midterm review results, APDIM Preliminary Assessment of the Gaps and Needs for Disaster Risk Information and Data Management Platforms in Asia and the Pacific Region) - Conducting consultation meetings with national experts, related UN entities, and governmental department agencies in the region (2-3 pilot countries need to be selected based on desk review and approval of APDIM Director) in order to take stock on disaster related data governance approaches in the Asia Pacific Region and produce recommendations, particularly on how data governance is critical to support the implementation of the Sendai Framework and achieve its targets. - Produce a "thematic study on disaster related data governance as a contribution to the Sendai Framework Mid Term Review, with focus on the particularities of the Asia Pacific region. - Contributing to the substantive framing and facilitation of a regional event

Qualifications/special skills Advanced university degree (Master's degree or equivalent) in economics, disaster risk reduction, statistics or other related fields is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of 7 years of experience in the field of research in economics, disaster risk reduction, environment, climate change, statistics or related areas is required - Experience in working with Sendai Framework Monitoring and data governance is an asset. - Experience working in international organizations such as the United Nations system and government is an asset.

Languages Fluency in English is required. Knowledge of local language is desired.
