You have:
- University degree/Diploma in Disaster Management, Environmental Science or related field.
- Minimum three years’ experience preferably in an international NGO environment.
- Extensive knowledge and experience in emergency response, conflict and/or natural disasters, Disaster Preparedness/Risk Reduction and Anticipatory Action.
- Technical knowledge and experience in disaster risk reduction, climate change adaptation and preparedness.
- Training and capacity building experience for staff and partners preferred.
- Strong and demonstrated knowledge of partnership and Do No Harm principles, and SPHERE standards.
- Strong report writing skills and adherence to submission dates with acceptable turn-around time.
- Good knowledge of procurement and financial systems.
- Effective communication skills (oral and written) including thorough knowledge of MS Office applications.
- Proven ability to adapt and perform well in high-pressure and dynamic work environments and situations.

Key Responsibilities:
HEA Strategic Documents and Preparedness plans
- Revise & Update Annually PNG HEA Strategy regularly.
- Develop & Update Annually HEA capacity statement
- Work with the relevant team to develop the National and District Disaster Preparedness Plans
- Collaborate with the SMT in updating the Annual DM Scorecard
Resilience, Protection and preparedness Integration in sectoral projects
- Conduct DRR, CCA and resilience training for sectoral project staff
- Support implementation of community-based disaster risk management (CBDRM) activities, including CDPP, including Safeguarding and Protection.
- Track DRR/resilience activities across projects
- Ensure DRR is reflected in all new grants
Networking and Advocacy
- Support or represent WVPNG in Disaster Management Team meetings
- Support or attend cluster meetings
- Identify, Map and train church partners for preparedness and response
- Serve as linkages between WPNG with provincial and National level government, INGO, local NGO, churches and other civil society groups.
- External network or organization established for cross learning, exchange of Early warning information and pooling of resources
Capacity Building of WVPNG staff
- Update NDMT membership
- Plan and organize NDMT trainings, including emphasise on Safeguarding
Early warning systems and pre-positioning
- Emergency response supplier data-base developed
- Emergency funding tracked and reported
Humanitarian response coordination in times of emergency
- Activate NDMT and coordinate WV staff for response
- Provide updates to the Regional HEA Team
- Coordinate with government, partners and clusters for community access for assessment and response
- Lead team

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE
- University degree/Diploma in Disaster Management, Environmental Science or
- International NGO experience
- Minimum three years’ experience preferably in an international NGO environment.
- Has an extensive knowledge and experience in all areas of emergency response, conflict and/or natural disasters, Disaster Preparedness/Risk Reduction and Anticipatory Action.
- Technical knowledge and experience in disaster risk reduction, climate change adaptation and preparedness
- Experience in management experience.
- Training and capacity building experience for staff and partners preferred.
- Strong and demonstrated knowledge of partnership and Do No Harm principles, and SPHERE standards.
- Strong report writing skills and adherence to submission dates with acceptable turn-around time
- Good knowledge of procurement and financial systems
- Effective communication skills (oral and written) including thorough knowledge of MS Office applications.
- Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
- Strong knowledge of project management, accounting practices, and donor regulations and requirements.
- Proven ability to adapt and perform well in high-pressure and dynamic work environments and situations.
- Able to use different communication platforms to ensure effective and consistent communication for field updates and guidance to field teams.
