You have:
- A Master’s Degree in Disaster Risk Management, Development Studies, Sustainable Development, Climate Change Adaptation, Environmental Science, Risk Management, Emergency Management, or Strategic Management.
- A PhD will be an added advantage.
- Minimum of 5 years in Development/review of Disaster Risk Management Frameworks.
- Knowledge of Early Warning Systems (EWS) and Disaster Risk Management Value Chains.
- Ability to communicate effectively, complex and technical information to audiences at different levels.
- Demonstrated expertise in design of disaster risk management and climate change adaptation frameworks/programs/plans and project management.
- Fluency in oral and written English and Siswati.

JOB PURPOSE
The review of the Act seeks to enable Eswatini to achieve its Disaster Risk Management Strategic intent/ambition through the smooth management of forthcoming disasters, establish institutional mechanisms, set guidelines for disaster management planning, coordination and implementation and outline the roles and responsibilities of different stakeholders involved in disaster management.
KEY ACCOUNTABILITIES (not all-inclusive)
- Review the 2006 Disaster Management Act and align it with the policy, ratified regional and international instruments, which include the Sendai framework for Disaster Risk Reduction (2015-2030), Paris Agreement on Climate Change, Sustainable goals (2015-2030), thus adopting a more pro-active approach towards disaster risk reduction, preparedness and mitigation measures.
- To establish a mechanism for effective control, coordination, decision making, accountability and organizational arrangements for all aspects of disaster risk reduction and disaster management response Activities.
- To develop a shared understanding of the multi-agency framework for disaster/emergency response and recovery, at all levels and roles and responsibilities of individual organizations.
- Establish a system that supports the implementation of existing and future relevant national, regional and international policy frameworks for disaster risk management and for sustainable development.
- To provide a shared understanding of the role of the local, sub-national and national levels in emergency/disaster response and how they have to work together.
- To establish a common frame of reference, especially concepts and language for those involved in responding to disasters/emergencies.
STANDARD MINIMUM QUALIFICATIONS
Qualifications:
- A Master’s Degree in / Disaster Risk Management/ Development Studies/ Sustainable Development/ Climate Change Adaptation/ Environmental Science / Risk Management/ Emergency Management/ Strategic Management.
- A PhD will be an added advantage.
Experience, Competencies and Skills:
- Minimum of 5 years in Development/ review of Disaster Risk Management Frameworks.
- Knowledge of Early Warning Systems (EWS) and Disaster Risk Management Value Chains.

REMUNERATION
The remuneration for this position will be based on UN harmonised rates.
