Overview

Support implementation of the National Disaster Loss Data Collection System and enhance data management.

You have:

• Advanced university degree in geography, information management, national resource management, disaster risk management, social sciences, public relations, or related fields.
• Minimum of 5 years of professional experience in disaster management, emergency response is required.
• Experience with data collection, management, and analysis, particularly in the context of disaster loss data is required.
• Demonstrated experience in working closely with national and/or local authorities in the context of disaster management or data collection is required.
• Fluency in Russian and Kirghiz language is required, knowledge of English is desirable.

Result of Service

• Disaster Loss information/data from disasters happened between 1995 and 2025 identified and localized. - Disaster data collected and compiled at the national level. - Disaster data verified and integrated in the Kyrgyz National Disaster Loss Data Collection System. - New form for collection disaster loss data is discussed and finalized for endorsement by the national authorities - Data is transferred to a new Data Loss Accounting System. - Data for 2024 has been validated in Sendai Framework Monitoring system.

Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. Under the supervision of the Programme Management Officer, and in close collaboration with the UNDRR DRR Expert for National Coordination, the consultant, who will be home-based, will be responsible for supporting the initial phases of the implementation of the National Disaster Loss Data Collection System (DLD), in particular by updating and improving the DesInventar-Sendai system, enhancing data accuracy, accessibility, and integration with related systems, ensure alignment with national and international disaster risk reduction frameworks. The consultant will ensure the following tasks and responsibilities: 1) Attend and actively participate to a specific DesInventar-Sendai training provided by UNDRR or a technical partner to acquire the necessary knowledge to navigate and operate the National Disaster loss database used by the government of Kyrgyzstan. 2) Conduct the initial review of the data sources suggested or specified by the National Sendai 3) Focal Point and the Ministry of Emergency Situations. 4) Record all disasters that occurred in Kyrgyzstan from 1998 to 2025 and gather the information required to feed properly the National Disaster Loss Database. 5) Integrate with the PRISM Climate Information System (developed with WFP support). Complete the National Disaster Loss Database with all details available for each of the disasters referenced during the period (minimum 1995-2023 and possibly looking at a 30-year record). 6) Work in close collaboration with national and local authorities to retrieve and identify disaster loss data but also to create a clear structure of roles, responsibilities and tasks for data gathering and submission against the National DLD. Facilitate the process of updating and finalizing a disaster loss collection form specifically designed for use by both national and local authorities, in order to standardize the systematic accounting of disaster losses across different administrative levels, standardize formats of disaster/incident cards (e.g., ISO 8601 for dates, WGS84 for coordinates). 7) Align database updates with the Kyrgyz Republic’s Sendai Monitor reporting and ensure the accurate data reporting. 8) Transfer the data from 1998-2025 to a new Disaster Loss Accounting System 9) Provide assistance in arranging national consultations and workshops on reviewing and updating a disaster loss collection form. 10) Produce an interim report after 1 month on data availability, data, sources, data quality and population of the National DLD. 11) Produce an interim report after 3 months and a final report with all relevant elements concerning the expectations and the results of the mission, as well as a handover note for potential extension of mission. 12) Refer and report to the UNDRR ROECA Officer according to the procedures established by UNDRR.

Qualifications/special skills

Advanced university degree in geography, information management, national resource management, disaster risk management, social sciences, public relations, or related fields is required. A first-level university degree in combination with at least two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum of 5 years of professional experience in disaster management, emergency response is required. Experience with data collection, management, and analysis, particularly in the context of disaster loss data is required. Demonstrated experience in working closely with national and/or local authorities in the context of disaster management or data collection is required.

Languages

English and French are the two working languages of the United Nations Secretariat. Fluency in Russian and Kirghiz language is required, knowledge of English is desirable.
