Org. Setting and Reporting This position is located in the United Nations Integrated Office in Haiti (BINUH). The United Nations Security Council adopted resolution 2600 (2020) authorizing the mandate of BINUH which is to advise the Government of Haiti in promoting and strengthening political stability and good governance, including the rule of law, preserving and advancing a peaceful and stable environment, including through supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights.

The DDR/CVR section is located within the Political and Good Governance pillar of BINUH.

The focus of this position is to support the ongoing Disarmament Dismantlement and Reinsertions and Community Violence Reduction efforts as undertaken by national authorities, BINUH and the UN Country Team agencies. The incumbent will contribute through advising national authorities at technical level on the design of the national action plan/programme, assist the UNCT in the implementation of the DDR/CVR programme, advising DDR/CVR Chief as required on strategic issues in this regard, as well as contribute to the implementation and management of extra budgetary funds. When necessary, facilitate weapons and ammunition management efforts in close coordination with national and international partners.

The incumbents will be based in Port-au-Prince and will report to the Head of the DDR/CVR Section.

Responsibilities - Assists the Senior DDR/CVR Officer in day-to-day management, supervision of staff and implementation of unit’s work plan, serves as deputy, ensuring appropriate coordination and integration with the Mission’s mandate and with all its components and the UNCT; - Assists in programmatic/administrative tasks necessary for the functioning of the office, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (EPAS); - Support the drafting and coordinate the finalization of reporting processes and products related to DDR/CVR within the Mission, such as reports, code cables, background papers, analysis, and other documents relevant to the implementation of the mandate; - Assist national authorities and contributes substantively to the development and implementation of the DDR/CVR national programme, including overall policy and legal framework, implementation strategy, operational modalities and action plans, taking into account the National Strategy priorities. - As requested, provides support and coordination in the area of weapons and ammunition management (WAM), at the appropriate level, including with national authorities and UN entities involved, taking into account international and regional norms and standards; - Works closely with components within the mission including, but not limited to, the Police and Corrections Unit and the Gender Advisor. Coordinates with the Office of the DSRSG/RC/HC and Human Rights Units and works as part of joint teams of the Mission and the UNCT on issues of DDR, CVR and WAM; coordinates also with other components of the Mission, UN entities and international partners as required. - When requested, manages the planning and implementation of extra budgetary funds. - Supports DDR/CVR Chief in the identification and promotion of partnerships with other key actors (national and international) at the strategic, technical and operational levels. - Represents the office at international, regional or national meetings; provides programmatic/substantive expertise on an issue and holds programmatic/substantive and organizational discussions with representatives of other institutions. - Supports DDR/CVR Chief in all other areas necessary for the success of CVR objectives and operations by providing policy and operational advice to on an ongoing basis and assists in the monitoring and evaluation of CVR activities at the national level; provides regular updates on various aspects of CVR initiatives and recommends appropriate actions.

Education Advanced university degree (Master’s degree or equivalent) in political science, social sciences, international law or affairs, management, economics, business administration, finance, economics, development or other relevant fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience 1. A minimum of seven years of progressively responsible professional experience in international affairs such as peacekeeping and peacebuilding operations or development programmes, including in the planning and management of large programmes/projects is required.

  1. Detailed knowledge of the development process and post-conflict related issues is required.

  2. Experience in the field of DDR of ex-combatants with specific focus on disarmament, demobilization, reintegration, community violence reduction, small arms control, conflict/post-conflict crisis management, economic recovery or related area is required.

  3. Experience in research and analysis on issues related to DDR and CVR is required.

  4. Proven ability to work in a large multi-disciplinary and multi-cultural team and of coordination with multiple partner agencies funds or programmes is required.

  5. Experience in drafting reports to governmental and intergovernmental bodies is required.

    Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.
