Org. Setting and Reporting This position is located within the Security Institutions Service (SIS) in the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will report to the Chief of Service.

On 28 October 2022, the Security Council, by its resolution 2656 (2022) extended the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2023, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilise post-conflict zones, including those liberated from Da'esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within delegated authority, the Disarmament, Demobilization and Reintegration Officer will be responsible for the following duties: - Assists DDR Unit’s management in the overall planning of strategic, technical and operational components of its work and in the day-to-day coordination of its activities with other mission components (e.g. political affairs, military, public information; logistic support; humanitarian) and UN entities. - Supervises DDR staff members in the regional office, including those involved in administration and management of funds allocated for DDR work programme objectives; coordinates activities related to budget funding and prepares related documents/reports. - Directs and manages DDR teams in field operations, as required. - Plans and implements all DDR field operations in accordance with the mission’s mandate. - Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or other research activities and studies. - Provides technical inputs to the planning, design and implementation of diverse programmes/projects, as well as technical advice and assistance to key parties (e.g. DDR unit management, DDR Commissions, government representatives, etc.); consults with relevant stakeholders through inclusive and participatory processes. - Takes the lead in identifying, establishing and maintaining contacts and partnerships with other international and national actors in assigned areas of responsibility with a view to pursuing DDR objectives and ensuring participation in and effective integration of ideas in the planning and implementation of DDR activities. - Leads and/or participates in large, complex programmes/projects, field missions, etc., including provision of guidance to government officials and other relevant parties; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; ensuring follow-up actions. - Leads and supervises the organization of meetings, seminars, etc. on substantive issues; manages the substantive preparation and organization of such meetings or seminars. - Prepares and/or supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. - Provides substantive support to consultative and other meetings (e.g. conferences, workshops) to include proposing agenda topics, identifying participants, preparation of documents and presentations; assists in the planning of high-level visits. - Supports DDR Chief in day-to-day supervision of staff and their field operations activities; carries out programmatic/substantive reviews of work and draft reports prepared by others. - Supports DDR Chief in resource mobilization efforts and ensures coordination with donors, including the private sector. - Performs other duties as required.

Competencies - Professionalism: In-depth knowledge and understanding of unit's mandate and strategic direction and ability to develop and direct viable programme/projects reflective of these goals. Proven expertise in country/region of assignment; in-depth understanding of and ability to evaluate international political situations in that area. Knowledge of wide range of DDR issues; conceptual and strategic analytical capacity, including ability to analyze and articulate the DDR dimension of complex issues that require a coordinated UN response. Demonstrated problem-solving skills and judgment in applying technical expertise to resolve a wide range of complex and unusual issues/problems and in developing innovative and creative solutions. Ability to negotiate and to influence others to reach agreement. Knowledge of institutional mandates, policies and guidelines pertaining to DDR and knowledge of the institutions of the UN system. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery). Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education Advanced university degree (Master’s degree or equivalent) in political science, social sciences, international law, management, economics, business administration, finance, economics, development or other relevant fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in international affairs such as peacekeeping, peace-building or development programmes operations in the field with specific focus on disarmament, demobilization, reintegration, small arms control, conflict/post-conflict crisis management, economic recovery or related area is required.

    Experience working in a large multi-disciplinary and multi-cultural team and coordinating with multiple partner agencies, funds or programmes is required.

    Relevant experience in conflict and/or post-conflict field operations mounted by the United Nations (including UN peacekeeping, political missions, agencies, funds and programmes) or similar national service, international or non-governmental organization(s) is required.

    Experience working with/on security sector related issues in Libya and/or in Middle East and North Africa region is desirable.

    Experience in programme planning and management is desirable.

    Relevant experience in applying security sector expertise in analyzing diverse range of highly complex issues and problems and in developing innovative and creative solutions is desirable.

    Proven experience dealing with non-state security actors in the Middle East-North Africa region is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and Arabic is required.
