The key goal of the UNDP Social Inclusion Cluster is to help Montenegro overcome poverty, social exclusion and gender inequality. Persons with disabilities are more likely to be targeted by all those negative factors than persons without disabilities. Law participation in formal employment, increased costs of living and inadequate access to social protection schemes can often lead to poverty. Barriers to accessing services, education and participation lead to social exclusion, while girls and women with disabilities are at higher risk of multiple discrimination and gender-based violence.

UNDP Montenegro is implementing several important initiatives in order to accelerate disability inclusion. Project Reform of Disability Determination System will contribute to having a more just, equal and easier access to rights to all kinds of cash benefits and services for persons with disabilities, in line with the national positive legislation and ratified UN Convention on Rights of Persons with Disabilities. The joint UN Programme Accelerating Disability Inclusion for Adults and Children with Disabilities (UNDP, UNICEF and RCO) will support State institutions and OPDs to advance CRPD implementation of the preconditions of equality and non-discrimination, service delivery, CRPD compliant budgeting and accountability. Finally, Gender Programme includes two EU supported projects. Regional Program “Ending violence against women in the Western Balkans and Turkey: "Implementing norms, changing minds" which aims at ending gender-based discrimination and violence against women, with a particular focus on the most disadvantaged groups of women, in six Western Balkans countries, including Montenegro, and Turkey. Project Communicating Gender Equality will contribute to the increased effectiveness of the institutions to promote and protect human rights in line with the best EU practices by improving capacities of the key stakeholders in the area of communications and gender mainstreaming.

Under the direct supervision of Assistant Resident Representative & Social Inclusion Team Leader, the UN Volunteer will undertake the following tasks: - Provide inputs for designing gender responsive second call for proposals for NGO grants on raising awareness and promotion of the new system for disability determina-tion/assessment. Support administration of received application and evaluation process. Support monitoring of grants implementation, maintain well-communicated records of activities and projects related to NGO mobilization; - Contributes to facilitating communication and cooperation with organizations of per-sons with disabilities (OPDs) both with UNDP and relevant line ministries and multi-sector working groups established to support the Reform; - Provide support to knowledge building and knowledge sharing through participation in the trainings and sound contribution to knowledge networks and communities of practice; - Support project team in designing and conducting research to identify needs of woman and man with disabilities living in their communities, together with identifying needs of persons in residential institutions; - Support to review of the Common Country Analysis from a disability and gender perspective; - Provide support for designing third call for proposals for women’s networks and women’s NGOs dealing with gender-based violence, violence against women and girls and women’s empowerment with special focus on women with disabilities victims of GBV; - Support women’s NGOs dealing with gender-based violence, violence against women and girls and women’s empowerment and provide them with comments/proposals/suggestions for adjustments of their project proposals/activities regarding requirements for provision of adequate support to women with disabilities victims of GBV, to enable their social inclusion; - Provide support in data collection and information from national and international stakeholders for monitoring of the implementation of the strategic framework measures on gender equality and women with disabilities; - Contributes to the analyses of the beforementioned data and information collected regarding setting grounds and basis for planning of the future actions and advocacy to-wards integrating gender equality principles and inclusion of women with disabilities in progammes/projects; - Prepare background information for Research on women and girls with disabilities, graduated by age, geographical area, type of damage, family situation and place of residence (institution) of education levels, services enjoying the community; - Prepare an outline for advocacy initiatives regarding empowering women with disabilities to include in political and public life with specific activities and proposed timeframe; - Provide technical inputs to national stakeholders regarding the implementation of pro-grams aimed at combating multiple and intersectional discriminations experienced women and girls with disabilities.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
