This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Description of task

Under the direct supervision of the Head of the Office of the UN Resident Coordinator (RCO) and the Disability Inclusion Strategy focal point in the RCO, the UN Volunteer will undertake the following tasks:

  • The planning and implementation of a comprehensive training for United Nations Country Team (UNCT) Malaysia staff and partners on working with and for PWDs, including for young people and the aging population.
  • Development of the UNCT’s internal disability inclusion strategic plan and strategic recommendations to ensure it is in line with best international and national standards and practices, and the United Nations Disability Inclusion Strategy.
  • To strengthen UNCT performance and monitoring of results on disability inclusion through the UNCT Accountability Scorecard.
  • Assess the current disability inclusion perspective within the UNCT and to provide strategic guidance to the UNCT on how to work towards the inclusion and accommodation of PWDs. The UNV will also suggest joint programming that would qualify for the United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) fund.
  • Facilitate the engagement between UNCT with Organizations of Persons with Disabilities (OPDs) through consultation and explore potential support and advocacy. OPDs can potentially work with the UNCT to develop country profiles and case studies to support inclusive recovery and strengthened preparedness for future health emergencies. This participatory program model will build the capacities of UNCT members (i.e. UN agencies, funds and programmes) and encourage them to engage systematically with persons with disabilities in UN processes and initiatives.
  • Monitor and document human rights issues related to PWDs for the UNCT to take appropriate actions.
  • Conduct trainings to UN staff and other stakeholders on disability inclusion and on CRPD.

Educational additional comments

  • First-level degree or equivalent in international development, political sciences, public administration, public policy, gender studies, sociology, human rights or other relevant social science fields is required.

Experience remark

  • At least, 3 years of direct experience in organisational disability programming and project management, monitoring and evaluation of said project(s).
  • Exposures to inter-agency coordination, specifically coordination of joint programmes.
  • Proven experience in developing joint workplan, formulating corresponding budgets, and implementing them on time, budget and scope.
  • Substantive experience of building partnerships with UN agencies, civil society and academia is relevant.
