Result of Service Under the direct supervision of the Head of UN RCO the Disability Inclusion Adviser (DIA) will be responsible for the following functions: - Review the United Nations Sustainable Development Cooperation Framework (UNSDCF) and support Outcome Result Groups to mainstream disability inclusion into JWPs; - Mainstreaming disability inclusion into the UN Partnerships and Resource Mobilization, Communication and Advocacy Strategies; - Contribute to LNOB section of CCA; - Review the UN Disability Inclusion Strategy including UNCT accountability scorecards, UN in Tajikistan Disability Inclusion action plan and act as a resource person in implementation of UNCT UNDIS accountability scorecards action plan and other key strategic planning tools; - Building UNCT capacities to apply a human rights-based approach to disability inclusion into their programmes and activities; - Advise the UNCT in developing strategies and joint programmes to build and strengthen national capacities and institutions for the promotion and protection of Disability inclusion and rights of persons with disabilities - Supports the UNRC and the UNCT in promoting Disability inclusion and rights of persons with disabilities as a common UN value and upholding international norms and standards through advocacy and awareness-raising; - Supports the Head of UN RCO with coordination of UNCT network of disability inclusion focal points, strengthen their capacity and raising their awareness on Rights based approach to disability and disability Inclusion - Contribute to UNCT annual reporting and UNINFO updates - Performs other related duties as required.

Expected duration 6 months. From 1 October 2022 to 31 March 2023

Duties and Responsibilities The United Nation Country Team supports the Government of Tajikistan in addressing disability inclusion issues through improving policies and access to essential services, including health, legal & social protection for persons with disabilities through implementation of the United Nations Development Assistance Framework (UNDAF) 2016-2022 and the upcoming United Nations Sustainable Development Cooperation Framework 2023-2026.

The UNCT has supported the government in preparation of the Road Map/Action Plan towards of ratification of UNCRPD, signed in February 2020. In June 2022, UNCT supported creation of a working group Chaired by the Vice-Speaker of the Parliament to facilitate a process of ratification of the CRPD by Tajikistan. UNCT was also actively involved in the preparation and implementation of the National Programme for the Rehabilitation of Persons with Disabilities for the period of 2017- 2020. UNCT supported the government to prepare and adopt the State Program on Accessible Environment for 2021-2025 and its Action Plan on 27 of February 2021.

In June 2019, the United Nations Secretary-General launched the United Nations Disability Inclusion Strategy (UNDIS) to make the United Nations (UN) an inclusive organization for all. The Strategy establishes the foundation for systemic and sustainable change on disability inclusion across all three pillars of the UN. The Strategy plays a key role in enabling the UN system to support Member States in their achievement of the 2030 Agenda, the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) as well as a range of other development and humanitarian commitments.

In December 2021 the UNCT disability inclusion focal points, led by the RCO Disability Inclusion UNV, conducted the assessment on Disability Inclusion across UN agencies in Tajikistan. The methodology and assessment form were developed based on global UNDIS accountability scorecard indicators.

Based on the results of the conducted assessment the UNDIS UNCT Accountability Scorecards \ Disability Inclusion Action Plan (DIAP) was prepared and endorsed by the UNCT in March 2022. The DIAP includes 30 priority actions across 14 indicators to be implemented in 2022-2023.

The Disability Inclusion Adviser will support the UNRC and the United Nations Country Team (UNCT) in Disability Inclusion into their programmes and activities, in particular the United Nations Sustainable Development Cooperation Framework (UNSDCF), act as a resource person in implementation of UNCT UNDIS accountability scorecards Disability Inclusion Action plan and other key strategic planning tools, including by building UNCT capacities to apply a human rights-based approach to disability into their programmes and activities.

Qualifications/special skills Academic Qualifications: - An advance degree in social sciences, development studies, disability studies or related field; Experience: - A minimum of 5 years of professional experience on promoting a rights based approach to disability inclusion and providing technical support on mainstreaming disability into policies and services for persons with disabilities in all their diversity; - Proven experience on International and National legislation on disability rights, including UNCRPD, UNDIS and Tajikistan National law on social protection of persons with disabilities - Previous experience in capacity building on disability issues; - Previous work experience with National and Regional organizations of persons with disabilities in Tajikistan - Excellent report writing skills. Language: - Fluent in English and Russian
