Result of Service

The assignment will ultimately support the development of a strong legal framework and increased awareness and capacity, and full and effective participation and inclusion of persons with disabilities in Cambodia. This will be achieved through the provision of advice, development of materials that are suited to the country context, and building of capacity of national actors, with the full and effective participation of OPDs and persons with disabilities at every step.

Duties and Responsibilities

Under the direct supervision of the Representative and the Deputy Representative of the Country Office of Cambodia, the Consultant will be responsible for the following duties:

a. Provide technical support to the UN Country Team on guiding and setting up a mechanism related to the UN Disability Inclusion Strategy; b. Provide expertise/technical input in the CRPD treaty-reporting cycle, draft law on the protection of the rights of persons with disabilities and implementation of NDSP3; c. Monitor the implementation of grants related to PwDs including if necessary conducting field visits; d. Design and deliver three training programmes for DAC staff on the human rights approach to disability, with the involvement of OPDs; e. Support DAC and OPDs to produce and disseminate accessible public information to raise awareness of the CRPD and its application in Cambodian context; f. Support DAC to develop a manual on the CRPD, and support its dissemination to provincial DACs including through a TOT; g. Liaise with relevant authorities including within the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), the Ministry of Justice, the Bar Association of Kingdom of Cambodia, and DAC, as well as with relevant non-governmental organisations working on persons with disabilities, especially OPDs, to plan and implement the workplan; h. Organize monthly and biannual or quarterly meetings with OPDs to promote participation of PwDs in OHCHR and the work of the UN human rights mechanisms; i. Provide technical support and capacity building to OPDs to engage with the UN human rights mechanisms, including through written submissions and advocacy; j. Coordinate the preparation of a publication on the human rights approach to disabilities, with a focus on persons with mental and psychosocial disabilities; k. Advise the PIO on developing a public campaign to disseminate public information to raise awareness of the CRPD and its application in Cambodia; l. Draft monthly updates and a final report; and m. Perform other duties as required.

Qualifications/special skills

Advanced university degree (Master of equivalent) in Law, Social Sciences or other related fields; At least 7 years of professional experience in law, human rights, social sciences or related field; Experience working with persons with disabilities, organizations of persons with disabilities and/or on the rights of persons with disabilities; Knowledge of international human rights standards, including of persons with disabilities; Experience in providing training courses to a variety of beneficiaries or to a diverse audiences; Experience in carrying out legal analysis in conformity with international human rights standards.
