OBJECTIVES OF THE PROGRAMME

Within the Business Operations division, BOS, SHW develops and implements health policies to protect and promote workforce health and advises management on measures to ensure a safe and healthy work environment at all levels of WHO as well as IARC, ICC, and UNAIDS. SHW provides preventive medical and psychosocial care, first aid and emergency care for the workforce and acts as medical adviser on staff insurance and disability matters. SHW also provides medical and psychosocial support to World Health Emergencies, WHE and deployed personnel before, during and after deployment.

DESCRIPTION OF DUTIES

Under the general supervision of the Director General and direct supervision of the Assistant Director General, ADG/BOS, the Director, Staff Health and Well-being (SHW) is responsible for, but not necessarily limited to, the following assigned duties:-

Manage the Staff Health and Wellbeing department by setting strategic objectives, monitoring their implementation and managing the budget and human resources, including recruitment, development, performance management, conflict resolution and career support and etc.

Act as the Principal Coordinator of occupational health across the organisation and monitor the OHS framework across WHO in collaboration with other stakeholders.

Lead the design of Health Promotion Programmes to promote health and well-being of the workforce. Monitor health risks of the WHO workforce, including new disease outbreaks in order to adjust response plans and give practical information to WHO workforce on how to protect themselves.

Contribute to WHO's work to foster an inclusive workplace to include people living with disabilities, assist with necessary workplace accommodation.

Oversee medical evacuations and medical emergency response including mass casualty and pandemic response. Ensure a 24/7 emergency response mechanism is in place.

Act as Medical Advisor on matters pertaining to the Advisory Committee on Compensation Claims and WHO Pension Committee. Advise on special allowances for health reasons. Represent the organizations on medical boards and various committees.

Provide technical supervision of regional medical teams.

Act as interagency focal point for UN medical services for outbreaks and epidemics. Facilitate updates of medical recommendations of UN medical services with the support of WHO technical expertise (i.e. malaria prophylaxis and treatments).

Perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential:

Postgraduate degree in Medicine.

License to practice medicine from any jurisdiction.

Desirable: Additional certification in a broad range of related fields, such as occupational health, training, stress management, conflict esolution, or cross-cultural communication.

Experience

Essential:

Extensive clinical experience in general or internal medicine of at least 15 years, some of which in an international context, either in private practice or in a hospital or institutional setting.

Must not have interrupted medical practice for more than one year.

At least 5 years of successful management of medical and multidisciplinary teams.

Desirable:

Demonstrated leadership, management and team building skills.

Experience in emergency management (crisis or disaster medicine), including medical evacuation, and travel medicine.

Experience in individual occupational health evaluation for fitness to work and medico legal appeal procedures.

Experience in sick leave management, return to work processes and workplace inclusion for personnel with need of workplace accommodation.

Experience in working in partnership with other UN agencies and international NGO Experience in managing electronic patient record systems.

Knowledge of organizational policies and practices an advantage.

Experience in the administrative management of a medical service or within a medical service as head of unit.

Experience in addressing the medical and psychosocial needs of humanitarian workers.

Ability to interact with medical personnel in countries and with staff of all organizations involved.

Analytical skills and ability to make timely and appropriate decision in any medical situation.

Experience of setting and implementing a strategic plan and leading change management processes to achieve results with ability to influence and coordinate multiple stakeholders.

Skills

Excellent communication skills (oral, written and presentation).

Strong conflict resolution and mediation skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 106,023 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 7881 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
