The IMF-Singapore Regional Training Institute (STI), located in Singapore, serves as the IMF’s regional training center for the Asia-Pacific region. It is jointly funded by the IMF, the Singaporean authorities and the Government of Japan; jointly they guide STI’s work program.
The Director will be a staff member of the Institute for Capacity Development (ICD) and a member of ICD’s Departmental Management Team, reporting to the Director of ICD, and will be responsible for operating and managing the Institute. She/he will also be working closely with APD and be guided by APD’s Capacity Development Strategy.
Specifically, she/he will:
- Provide intellectual leadership for STI and foster its position as a world-class regional training institute;
- promote the integration of IMF surveillance, lending, and CD, and potentially oversee technical assistance (TA) on macroeconomic frameworks for governments and central banks;
- Lead STI’s business program in the areas of training, technical assistance, client relations, outreach, the budget, staffing, and internal policies;
- Manage a diverse team including economists, technical, and administrative staff;
- Oversee the development of STI’s capacity development program, in close cooperation with partners and intellectually lead and contribute to the design, organization, and deliveryof remote and in-person training and seminars;
- In coordination with ICD HQ staff, maintain regular contacts with partners to ensure continued funding support;
- Represent STI in its relations with third parties, including STI’s Primary and contributing members, other partners in training, country authorities, alumni, and donors; and initiate/engage in outreach activities in Singapore and the target countries of STI to continue to raise the profile of the STI;
- Prepare and submit to STI’s Executive Committee, for its approval, the annual work program and budget;
- In partnership with APD and other CD-delivering departments, she/he will develop workshops, peer-learning events.
- Work closely with other regional RCDCs (such as, CDOT, PFTAC, CICDC and SARTTAC) as well as OAP to promote the mutual understanding and, where feasible, cooperation on capacity development work in Asia and the Pacific.
The Director will be expected to travel to countries to the Asia–Pacific region. The position is for an initial term of three years, and subject to a one-year extension (based on mutual agreement) for an overall maximum term of four years.
Qualifications
The successful candidate should be a fungible macroeconomist ideally with substantive Fund operational country experience (e.g., macroeconomic policy issues, surveillance and/or country program work).
She/he would have strong analytical abilities and a good institutional knowledge of the Fund. Prior experience in teaching/training and/or TA delivery, good knowledge of the training program of the Fund and the capacity building needs of the target countries would be advantages. The selected candidate should have proven leadership qualities and managerial abilities, including strong communication (oral and written), organizational, interpersonal and people management skills. The successful candidate should possess strong stakeholder engagement and client relations skills, paired with a proven ability to effectively manage a diverse team of economists, technical, and administrative staff.
The selected candidate would be expected to assume the position at STI in January 2024 or earlier.
