Overview

Lead the implementation of ADB's safeguards policy.

You have:

  • Significant experience in environmental and social safeguards.
  • Ability to provide leadership and technical guidance.

IMPORTANT INFORMATION:

Three (3) positions will be filled from this vacancy announcement.

This is a fixed term appointment or assignment for senior staff, for a period of three (3) years. This opening is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, or (b) not renew a fixed term appointment.

Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.

The position is assigned in the Office of Safeguards (OSFG). OSFG was established to implement and monitor ADB’s safeguards policy and procedures. It advises and supports ADB management operational departments, and relevant parties, including borrowers/clients in delivering development solutions in compliance with ADB’s safeguards policy. The Office of Safeguards has four teams: (i) Policy and Technical Services, (ii) Regional Operations Services 1, (iii) Regional Operations Services 2, and (iv) Private Sector/Pacific Operations Services.

Job Purpose

The Director, Safeguards provides policy oversight and leads periodic updates of ADB’s environmental and social safeguards, ensuring that the projects financed by ADB are of a high technical quality and meet best practice international standards. The incumbent will provide leadership and technical guidance to staff in relevant safeguard areas within one of the teams in the OSFG (including environment, labor, involuntary settlement, and indigenous peoples), and guidance on policy implementation, knowledge management, staff skills development, capacity-building for ADB developing member countries and clients, and overall portfolio monitoring and reporting. The incumbent will report to the Head, Office of Safeguards and will supervise international staff (IS), national staff (NS), and administrative staff (AS).
