OBJECTIVES OF THE PROGRAMME

The Department of Procurement and Supply Services aims to ensure high-quality, consistent and responsive supply services and to support the delivery of WHO programmes through a collaborative approach to sourcing and procurement activities.The Department has the overall responsibility for developing relevant global policies and processes; for sourcing, contracting, purchasing and shipping goods globally and for supporting the procurement of services.

DESCRIPTION OF DUTIES

Generic duties:

- Ensure effective direction, management, and accountability of the Department in delivering its objectives through managing and inspiring a diverse workforce and ensuring the efficient use of the department's financial resources;

- Develop strategies and provide substantive advice to executive management and leadership (including Regional Offices) in the areas of procurement and supply;

- Lead the Department in developing processes and tools for a strong and efficient support to Technical Units in all activities related to supply;

- Ensure the management of the monitoring and evaluation, as well as reporting of the Department's area of work, of key performance indicators to optimize performance of Department deliverables;

- Build new or strengthen existing partnerships with other Departments and Units to position the Department as a major stakeholder in WHO's supply chain activities;

- Liaise with External Partners, Member States, UN Agencies, Donor and other stakeholders to fulfill the mandate of the Department;

- Represent WHO at inter-agency levels and in dealing with outside bodies, host Government and non-governmental organizations in matters concerning procurement and supply services;

- Build a strong network of internal medical and technical experts to ensure the adequate sourcing and purchasing of goods and services, in full compliance with applicable norms & standards and for an efficient support of WHO programmes implementation, including in the context of Emergency Procurement;

- Convene the WHO procurement network;

- Ensure that the all Technical Units, including in the Regional and Country Offices are duly informed of potential fraud and other risks related to Supply (as identified in Risk Register) and are informed / trained on the appropriate ways to properly address those.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in Procurement, Business Administration, Supply Chain Management or a closely related discipline. Desirable: Additional study, course-work or training in areas relevant to supply chain management, procurement and logistics, international trade & law, public health and / or a recognized qualification in supply or procurement.

Experience

Essential: A minimum of 15 years of professional experience in a supply and/or procurement-related role, including experience in managing supply and/or procurement related projects and negotiations. Experience providing senior level advice and guidance to Senior Management/Decision makers, managing human and financial resources, as well as experience in developing and establishing policies and strategies in a medium to large organization, in the private or public sector. Desirable: Experience of supply or procurement in a health related sector and/or in emergency response. Experience in field operations related to supply and procurement. Experience in developing and delivering large scale projects in an international context.

- Strong skills in developing and establishing polices and strategies in the area of work. - Excellent skills and ability in leading, motivating and supervising diverse teams and managing financial resources. - Proven analytical abilities and demonstrated skills in presenting complex policy issues orally and in writing, including the ability to engage, build consensus and communicate effectively and diplomatically with Member States, partners and media.

Globally - respected level of technical expertise and knowledge in supply and procurement. - Proven leadership skills in the planning and coordination of supply and procurement. - Excellent knowledge of the highest standards of procurement methods and best practices, including a good knowledge of UN or international public procurement policies, procedures and operations. - Good understanding in the area of ERP systems and other modern IT systems.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 100,800 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2125 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
