IMPORTANT INFORMATION:

This is a fixed term appointment or assignment for senior staff, for a period of 3 years. This opening is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment.

Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.

Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Procurement Division 2 (PFP2) within the Procurement, Portfolio and Financial Management Department (PPFD). PPFD manages three business lines: (i) sovereign operations procurement management, including development/update of procurement policies, guidelines, regulations, technical guidance notes, standard bidding documents and user’s guides; ADB-administered consultant recruitment; Executing Agency procurement reviews; end-to-end procurement support to regional departments and DMCs; and business outreach to the private sector; (ii) Bank-wide portfolio management, including oversight on overall project implementation, portfolio analytics, data support, and project performance management; and (iii) sovereign operations’ financial management, including development/update of project financial management policies, guidelines, and technical guidance notes, and oversight of project financial management performance to ensure that proceeds of any loan made, guaranteed, or participated in by ADB are used only for the purposes for which the loan was granted and with due attention to considerations of economy and efficiency. PPFD also manages knowledge sharing and capacity building over the above three business lines to staff from both ADB and DMCs. PFP2 currently oversees procurement operations in South Asia, East Asia, and the Pacific. In addition, PFP2 leads on consulting procurement bank-wide.

Job Purpose

The Director is expected to complete a variety of tasks, covering all or a combination of the following functions: (i) lead the planning, implementation and supervision of the division’s vision, goals, strategies and work program in support of PPFD and ADB goals; (ii) support the delivery of the annual results-based work plan of PPFD; (iii) oversee staff management, quality of work, and ensure the achievement of objectives of the division; (iv) support external and internal relations, coordination and consultation initiatives for the department, including operational support to regional departments, resident missions and other departments; and (v) provide guidance on day-to-day operational issues and compliance with ADB policies.

The incumbent will report to Director General, PPFD and supervise International, National and Administrative Staff.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
