Organizational Setting and Reporting Relationship
The position is assigned to the Portfolio Management Division (PFPM) within the Procurement, Portfolio and Financial Management Department (PPFD). The responsibilities of this Department in terms of portfolio and project management are to: (a) assess the performance of ADB's portfolio, including preparation of the annual portfolio performance report, reporting on quarterly portfolio performance and project classification system, and conducting special studies; (b) prepare regular and ad hoc reports on the status of ADB's portfolio; (c) manage selected portfolio databases, including data entry and data quality assurance; (d) support and manage ADB's automated project management systems; (e) supervise and manage the design and rollout of portfolio related module(s) in SovOPs; (f) work closely with the Transformation Office in the ongoing rollout of New Operating Model (NOM) and updating portfolio management guidance accordingly; (g) maintain the Procurement Dashboard and its monthly update; (h) provide technical and analytical portfolio management support to user departments; (i) oversee, administer and advise on Project Administration Instructions (PAIs); (j) provide secretariat support to the Operations Review Meeting-Portfolio; (k) lead interagency engagement on portfolio and project management issues including participation in multilateral development bank (MDB) portfolio management meetings; (l) comment and advise, in coordination with the Strategy and Policy Department, on operational policies and procedures; and (m) chair and host monthly portfolio network meetings ensuring participation of all stakeholders.
You will report to the Director General, PPFD and will oversee International, National and Administrative staff.
Your Role
As a Director, PFPM, you will (i) lead the full range of work on portfolio management issues including policy advice; project management practices; portfolio management systems, analysis and reporting; capacity building for effective project delivery; updating, clarifying, and maintaining consistency on project administration instructions; and interagency coordination; (ii) chair and manage the bank-wide portfolio network for both sovereign and nonsovereign operations; (iii) provide high-level advice and support to the Director General (DG), PPFD in carrying out the Department's work program, with particular focus on portfolio management matters; (iv) help operational departments and Management in monitoring project implementation and project closure and providing guidance to project related queries and issues; and (v) represent PPFD at various IT committees covering the Digital Agenda with a focus on SovOps and the Integrated Disbursement System.

Additional Information
ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept the possibility of such changes resulting from the new job grading structure.
This is a fixed term appointment or assignment for senior staff, for a period of three (3) years. This opening is open to internal and external applicants.
If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.
At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, or (b) not renew a fixed term appointment.
Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.
