Org. Setting and Reporting This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) in Bamako. Bamako is classified as an “D” hardship duty station and a non- family duty station. The incumbent reports directly to the Special Representative of the Secretary- General (SRSG).

Responsibilities Within delegated authority from the SRSG, the Director will be responsible for the following duties:

Political Analysis and Advice •Identify, analyze and monitor political and security trends in the Sahel and their implications for MINUSMA mandate implementation, providing high quality analysis, strategies, and approaches to the Mission senior leadership to address complex challenges which may impact the implementation of the 2015 Agreement for Peace and Reconciliation and other political process underway in Mali. •Support, as appropriate, the SRSG and the senior leadership through engagement on behalf of the Mission with national, regional, sub-regional and international partners within and outside the country, with the aim of contributing to a better understanding of relevant dynamics and facilitating the articulation of appropriate strategies by the Mission in the fulfillment of its mandate in Mali. •Work with all relevant sections and components to provide strategic and political advice to the SRSG and senior management on all matters related to the political Transition and the implementation of the Agreement for Peace and Reconciliation in Mali. In this regard, assess, monitor and also represent MINUSMA, as necessary, in engagement with key government institutions and other entities including signatory armed groups, Civil Society Organisations, NGOs and think tanks.

Planning, Coordination and Facilitation - Support the SRSG and the Senior Leadership in developing and maintaining collaborative relationships with key stakeholders on the political and security deficits in the Sahel region with the overall aim of ensuring the successful implementation of the MINUSMA mandate. •Support the SRSG and the Senior Leadership in developing and maintaining collaborative relationships with a broad range of authorities, signatories’ movement, political and community leaders, civil society actors, the UN family and other national and international partners, including those in the region with the overall aim of implementing MINUSMA’s mandate. •Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of mandated objectives and in accordance with the Mission’s objectives and strategies. •Monitor, evaluate and report on implementation.

Education Advanced university degree (Masters or equivalent) in Political Science, International Relations, Social Science, Law or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At least 15 years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required.

Extensive experience in political outreach, analysis, reporting and negotiation in an international setting is required.

Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is required.

Experience working in Africa on conflict-related issues is required

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French (both oral and written) is required.
