Org. Setting and Reporting This position is located in the Office of the Secretary-General of the United Nations Conference on Trade and Development. The Director of Policy and Programme Coordination reports to UNCTAD’s Secretary-General.

Responsibilities Within delegated authority, the Director for Policy and Programme Coordination of the Office of the Secretary-General leads substantive inputs, policy coordination and authoritative advice to the Secretary-General of UNCTAD on the formulation of UNCTAD’s overall programme of work with a view on ensuring that substantive policy advice and technical assistance needs of Member States are taken into account, in a coherent and integrated manner at the organizational level. Within delegated authority, the incumbent will be responsible for the following duties:

  • Oversees and coordinates the development of coherent organizational messaging on UNCTAD’s substantive and policy issues in the UN system and in international forums..
  • Contributes to the formulation of UNCTAD’s overall strategies and policies by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the Secretary-General of UNCTAD; contributes to the overall management of UNCTAD’s activities and operations.
  • Oversees and coordinates the follow-up on the implementation of the outcomes of the 15th quadrennial conference and its review and reporting to the member States.
  • Coordinates and leads the substantive and policy coherence throughout the organization through overseeing the work of the specialized working groups and standing committees.
  • Leads consultations with member States and contributes to interactions and outreach efforts.
  • Provides direct support to the UNCTAD Secretary-General and participates in high level engagements with respect to the follow-up to the quadrennial conference with the Organization’s stakeholders both in Geneva and at Capital level.
  • Provides policy advice and strategic messaging for the UNCTAD Secretary-General’s substantive inputs into speeches and public interventions and/or engagements with senior officials/heads of delegations.
  • Supports and plans senior engagement with key partners and donors following the Bridgetown Covenant.
  • Provides leadership to the development of innovative and/or change management programmes.
  • Devises strategic planning and implements the substantive work programme of UNCTAD, while advising on the determination of priorities, and allocation of resources for the completion of deliverables and their timely delivery.
  • Coordinates the management of activities undertaken by UNCTAD’s divisions, ensuring that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the divisions, and with other organizations of the United Nations System, donors and agencies as appropriate..
  • Coordinates and ensures a coherent engagement of the organization with the Resident Coordinators’ Offices system, with the focus on policy advice and integrated programmatic support
  • Oversees the implementation of the communication strategy of the organization, ensuring that it contributes to organizational objectives, drives engagement, and builds support for effective development policies, focused on key areas supporting the Bridgetown Covenant implementation.
  • Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
  • Ensures that the outputs produced by the divisions maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the offices under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Office of the Secretary-General, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
  • Oversees the recruitment of staff for the Office of the Secretary-General taking due account geographical and gender balance and other institutional values.
  • Manages, guides, develops and trains staff under hi/her supervision; foster teamwork and communication among staff in the Office of the Secretary-General and across organizational boundaries.
  • Chairs meetings, seminars, etc., on substantive-related issues; represents the Organization at international, regional, inter-agency meetings, seminars and conference; provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
  • Performs other related duties as requested by the Secretary-General of UNCTAD.

Education Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, law, economics, social sciences or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience Over fifteen years of progressively responsible experience in strategic and senior advisory roles to high-level officials and institutional repositioning is required.

Experience at the national and international levels dealing with international development, partnership building and multilateral cooperation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; knowledge of French is desirable. Knowledge of another UN official language is also a desirable.
