The Director, Relief and Social Services reports to the Deputy Commissioner-General.

Responsibilities- Acts as the principal advisor to the Commissioner-General and the Deputy Commissioner-General on Relief and Social Services matters and communicates Agency reform and enhancement related efforts to internal and external stakeholders, to mobilize resource including partnerships with national and international entities; may represent the Agency on relevant interactions with donor and host government officials.

- Provides guidance and strategic leadership to UNRWA’s efforts to help Palestine refugees attain a decent standard of living as articulated in the Agency’s Medium-Term Strategy, including the development and overseeing of innovations required to transform UNRWA’s relief and social services programme in a resource constrained environment, reflecting best practices, and managing a change-process to support these programmatic improvement in the fields of relief, social work and refugee registration.

- Leads the high-level coordination of strategic decision-making across all five Fields in setting priorities and conceptualising a context specific but coherent programme, and the provision of strategic advice to ensure alignment of the Relief and Social Services Programme (RSSP) with other programmes in the Agency; develops appropriate structures and tools for the Agency to address poverty, case management and a modernised approach to registration and verification, including through supporting HQ, Field Offices and Programme Departments on related activities.

- Leads the development of policies and strategies and the ongoing review, development and identification of innovative and progressive practices in the field of social work and staff care building on reform achievements.

- Conceptualizes and articulates a best-practice approach to poverty and support for vulnerable groups based on appropriate evidence including through implementation of surveys and studies; directs the development, interpretation and implementation of relevant policies and processes for identifying and managing the required strategic interventions and operational planning.

- Provides technical guidance and support to the Fields on the management of community-based interventions, aiming at expanding social capital, leadership, expertise and strengthening capacities in the community, ensuring overall Agency coherence on this approach.

- Leads and advises the registration, documentation and identity verification of Palestine refugees, ensuring that the Agency’s strategic and operational documents, systems and procedures are effective and responsive to refugee requirements while reflecting best practice and alignment across programmes.

-Provides substantive contribution to the Agency’s emergency preparedness, contingency planning with the development of the Consolidated Appeal Process in West Bank Fields and Gaza, and other Fields as necessary, ensuring emergency funded activities are rationalized and synergized with the Agency core activities.

- Plans, directs and manages the work of Relief and Social Services Department (RSSD) staff at HQA, including the development and implementation of annual work plans, supervising, coaching and evaluating the assigned team, overseeing budget and financial management; builds Agency capacities in the areas of registration, social protection, social work, staff care and relief and social services.

Education Advanced university degree (Master or equivalent) from accredited educational institution in international development, social sciences, international relations, economics, demography or a related discipline is required.

Job - Specific Qualification Coursework or training in community development, social welfare or related field, with emphasis on the application of social welfare policies and methodologies is required.

Work Experience At least fifteen years of progressively responsible and related experience in the management, policy development or policy research in community development, social welfare, poverty, demographical/registration management, with extensive development experience in field work and project management is required.

At least ten years of work experience in leading multi-sectoral teams at the managerial level at governmental, non-governmental or community organizations. Unless already serving as an international staff member in the UN Common System is required.

Unless already serving as an international staff member in the UN Common System, at least 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required.

Knowledge of the political economy, culture and history of the Middle East is desirable.

Prior service with the UN or international organizations in the Middle East is desirable.

Coursework or training in community development, social welfare or related field, with emphasis on the application of social welfare policies and methodologies is required

Working knowledge of written and spoken Arabic is desirable.

Advanced university degree (Master or equivalent) from accredited educational institution in international development, social sciences, international relations, economics, demography or a related discipline is required.

Languages Excellent command of written and spoken English. Working knowledge of written and spoken Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: 2 years, with the possibility of further extension.

The Director, Relief and Social Services will be required to reside in Amman and travel regularly in the Agency’s Area of Operations in the Middle East, and occasionally to other locations to attend conferences, meetings and other work-related issues, as required.
