Org. Setting and Reporting Reliable and expanded support is critical to the agency’s ability to deliver on its General Assembly mandate and contribute to the United Nations’ broader responsibilities of peace and socio-economic wellbeing for all under its Charter. The Director of Partnerships is therefore joining a team fully committed to further strengthening UNRWA’s position as an effective humanitarian and development actor of the United Nations.

The Director of Partnerships reports to the Director of External Relations (DER) and contributes to the development of the department’s strategies, operational objectives and plans, leads Partnerships activities ensuring that they meet the required standards, manages staff performance and ensures optimal use of resources. S/he manages a team of dedicated individuals to develop and maintain effective and constructive relations with UNRWA’s public and private donors. In doing so, s/he combines excellent partnership-development and fund-raising skills with strong donor stewardship skills.

In carrying out her/his functions, the Director of Partnerships works closely with the Director of Communications, the Director of Finance, the Director of Planning, the Directors/Heads of Representative Offices, and with HQ and Field Directors.

Responsibilities In collaboration with the Director, External Relations, designs, develops and implements the overall Partnerships strategy of UNRWA, aimed at securing, diversifying, increasing and sustaining UNRWA’s funding base, including: opportunities and risks related to diverse resource mobilization sources, innovative fundraising approaches, and other outreach strategies that will strengthen the agency’s external positioning (including with the UN system);

Supports the Director, External Relations with the provision of strategic advice and high-quality analysis in all aspects of Resource Mobilization, fundraising and other outreach strategies, including assessments of different fundraising approaches and funding opportunities related to UN reform initiatives and the Sustainable Development Goals (SDG) agenda;

Leads the Partnerships activities, ensuring the successful implementation of the strategy, with clear objectives, roles and responsibilities, and effective information sharing systems and related working arrangements both within External Relations Department and across the agency; Provides proactive guidance and advice to the Director of External Relations as well as other senior managers within UNRWA regarding partnerships and donor priorities and concerns, through targeted meetings and briefings; identifies cutting edge and innovative resource mobilization and related advocacy tools and processes and mainstreams their use in UNRWA;

Establishes, maintains and nurtures close relationships with UNRWA’s current and potential partners, including governments, public and private institutions, governmental agencies, development partners, civil society, foundations, national committees, businesses, etc.

Oversees the preparation and implementation of the Partnerships work plans and supports the External Relation Department overall work plan including, determining priorities, and allocating resources for the completion of outputs and their timely delivery;

Guides, advises and supports the work of other Departments related to partnerships, notably the Representative Offices, the Field Offices and the Communications Department; In collaboration with the Director of Strategic Communications/Spokesperson, contributes to the regional and global multi-media communications strategy, advocacy and specific campaign messages;

Develops and maintains constructive and effective working relationships with the agency’s other departments in support of the agency’s overall mandate; works closely with the Department of Finance to provide accurate and timely updates on both income and cash flow and with the Department of Planning to ensure joint cooperation on harmonized reporting and indicators; Participates in and represents the Agency, and notably the Director of External Relations, in international and regional donor meetings, as well as other outreach functions, as requested;

Acts for the Director during his/her absence, with full responsibility for the External Relations Department, and reporting to the Commissioner-General (USG) and/or Deputy Commissioner-General, (ASG);

In addition:

•Strong communication and representation skills at all levels of government, and of public and private organizations;

•Excellent donor stewardship experience, based on client driven mindset, attention to detail, follow through on commitments and robust inter-personal skills

•Experience across public and private fundraising, methods, tools, processes and cultures/mindsets

•Familiarity with innovative and digital resource mobilization and communication strategies and tools

•Track record in effectively leading and managing diverse multi-cultural teams and in promoting a culture of transparency, empowerment and mutual respect;

•Ability to build effective partnerships within large organizations/bureaucracies.

Education Advanced university degree (Master’s or equivalent) from an accredited educational institution in international relations/development, political/social science, business or public administration, communications, economics or a related discipline.

Work Experience At least fifteen years of progressively responsible and relevant experience in donor relations and partnerships, resource mobilization and fundraising. At least seven years at a senior international level in a large international or governmental organization. Experience in innovative funding and financing solutions, including with the private sector and in digital outreach methods/systems. A minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number. Knowledge of Middle East culture and environment (desirable)

Languages Excellent command of written and spoken English. Knowledge of Arabic is highly desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The incumbent will be required to travel extensively in the Agency’s area of operations (Gaza, Lebanon, Syria, Jordan and West Bank) as well as to other regions (Gulf, Europe, Americas, Africa, Asia) to identify and develop partnerships for UNRWA.

Type of Contract and Duration: 2 years, with the possibility of further extension.
