OBJECTIVES OF THE PROGRAMME

The Division's purpose is to support countries to take sustained, systematic and effective action to: reduce common risk factors for non-communicable disaeases and conditions (including injuries), mitigate the health issues caused by environmental factors, and address the social determinants of health, in particular gender and inequity. In doing this, the Division aims to create a future for the Western Pacific Region where as many NCDs and injuries as possible are prevented, and countries and communities are well prepared to face a changin climate and environment - in line with the WHO Western Pacific Region's strategic vision "For the Future: Towards the Healthiest and Safest Region".

DESCRIPTION OF DUTIES

1. To lead delivery of the Division's technical, policy and strategic support to Member States, consistent with the Regional Office for the Western Pacific's organizational goals and principles and WHO's overall mission and mandate;

2. To advise the Regional Director and Director, Programme Management (DPM), on all technical, policy and strategic matters within the Division's areas of resposibility;

3. To coordinate and supervise the technical units within the Division (Health and Environment-HAE, Social Determinants of Health-SDH, Prevention of Noncommunicable Diseases and Health Promotion-PND, Tobacco Free Initiative-TFI and Nutrition-NUT) by providing strategic direction and technical leadership, driving the execution of plans and programmes including management of resources, and fostering cross-linkages and synergy between and within units in support of the Division's mandate;

4. To collaborate with other division directors on technical, administrative and financial matters of common interest, as well as serve as a member in the Regional Director's advisory committee (Cabinet), the Programme Committee (which oversees the Region's programme budget) and other committees as assigned by the Regional Director;

5. To stay abreast of key public health issues within the Division's areas of responsibility and utilize the Division's knowledge and expertise to systematically analyse implications of these issues for WHO and Member States, and provide support and advice to WHO senior management and Member States accordingly;

6. To actively build collaborative, mutually beneficial partnerships with key stakeholders, including donor partners, and leverage these partnerships to support progress on improving health outcomes in the Region in the Division's areas of responsibility;

7. To oversee and provide strategic leadership on staff development within the Division, and for staff working within the Division's areas of responsibility in the Region more broadly, including through actively supporting staff career and professional development; taking an active leadership role in promoting and managing mobility for staff working within the Division's areas of responsibility in the Region; and ensuring compliance with performance management and development system requirements for all staff;

8. To oversee and provide strategic leadership on advocacy and communication activities of the Division, with the goal of using communication activities and interventions to improve health outcomes, in line with the Region's Communication for Health (C4H) approach;

9. To build and sustain an empowering and motivating environment for all staff; foster a positive and inclusive working environment within the Division - including a strong culture of and commitment to teamwork; and nurture and maintain a culture of high performance, in line with WHO's commitment to and policies on diversity, equity and inclusion, and promoting a respectful workplace;

10. To perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (master's degree or higher) in medicine, public health or social science from a recognized college or university. Desirable: Public health or related training

Experience

Essential: At least 15 years of experience working in international and global public health. Desirable: Working experience in both developing and developed countries, including experience in public health or related fields.

Skills

1. Sound knowledge of public health policies and issues related to promoting healthy populations and environments;

2. Health planning experience at operational, subnational and national levels, with political and technical elements;

3. Excellent management, negotiation, communication and team-building skills;

4. Experience and proven track record in supporting capacity-building through multiple methods, including training, mentoring and example setting;

5. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 102,715 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4246 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
