OBJECTIVES OF THE PROGRAMME

The strategic objective of the Global Malaria Programme(GMP) is to support Member States to adopt and locally adapt WHO's malaria-related technical recommendations, and to advance implementation of the GTS. The major functions of the department as identified in the 2019 transformation process are: 1) To play a leadership role in malaria, effectively supporting member states and rallying partners to reach Universal Health Coverage (UHC) and achieve GTS goals and targets; 2) To shape the research agenda and promote the generation of evidence to support global guidance for new tools and strategies to achieve impact; 3) To develop ethical and evidence based global guidance on malaria with effective dissemination to support adoption and implementation by national malaria programmes; and 4) To monitor and respond to global malaria trends and threats.

DESCRIPTION OF DUTIES

Leads the Department in providing technical expertise to Member States and other Stakeholders with guidance and technical data required for the development, implementation, and monitoring of national and/or global policies and programmes. Provides the overall leadership, management accountability, and direction of the Department in delivering its objectives through managing and galvanizing a diverse workforce and financial resources to optimize the department deliverables and mandate. Provides senior level technical advice and expertise to Senior Management in the area of assigned responsibilities in order to position the Department and Organization as a leader in the respective area. Directs and leads overall establishment and development of the Department's evidence- based policies and strategies for roll out and delivery for Regional and Country Office implementation. Oversees the monitoring and evaluation and reporting of the Department's area of work to ensure development of key performance indicators and global reporting requirements and mechanisms to ensure optimal performance of Department deliverables. Serves as the scientific/technical reference among UN Agencies and other key players in the respective areas. Promotes the integration of Regional Country Office perspectives and operational capacities into the Department's programme area of work. Builds strong partnerships and fosters consensus building with External Partners, Member States, UN Agencies, Donor, cutting edge research institutions and other stakeholders in the subject area to politically position the technical area of work and implementation into national and/or global policies. Represent the Organization and Department area of work in a diverse array of global fora to position WHO as a leader in the global health community. Perform all other related duties as assigned. Furthers a culture of using health and malaria data, that contributes to better subnational and national decision making and planning for the effective implementation. Works with partners and countries to identify emerging biological threats, including artemisinin resistance in Africa, and develop the global response to these threats. Galvanizes countries, partners and relevant stakeholders behind a technical approach to malaria, as outlined in the GTS and updating and disseminating ethical and evidence based global guidance on malaria. Monitors progress towards the GTS targets and using this, and other relevant information, to adapt the technical strategy to deliver the global ambitions for malaria. Secures political and financial commitment for tackling malaria within the broader frameworks of Universal Health Coverage (UHC) and Primary Health Care (PHC) and using the High Burden High Impact (HBHI) approach, as the vehicle for country led solutions for getting back on track to achieve the 2025 milestones and 2030 targets of the GTS.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in either or medicine, public health, epidemiology, tropical medicine, entomology or other relevant fields directly related to malaria. Desirable: PhD in public health or epidemiology.

Experience

Essential: At least 15 years of experience in the planning, implementation and coordination of multi-disciplinary public health infectious diseases programmes and/or research and of which several years in providing strategic level advice and guidance to high level policy and decision makers of which at least five years of work experience on malaria in an endemic country. At least five years of experience with proven successful track record of collaboration with a wide variety of partners at an international level including other UN agencies, bilateral development agencies, NGO and the private sector. At least 5 years of experience working in a diversity of cultural and hierarchical settings (private and public sector, Headquarters, Regional and Country level) and managing substantial human and financial resources.

Desirable: A dynamic, globally renowned expert on malaria, evidenced by at least 50 publications in specialized peer reviewed publications in malaria, proven collaboration and leadership with a wide variety of partners who share the passion for controlling malaria.

Skills

Globally respected level of technical expertise and knowledge in Malaria. Ability to work across diseases and partnerships and countries effectively with other key partners in malaria control and elimination. Ability to guide the development and dissemination of high-quality, evidence- based policies and/or strategies. Excellent skills and ability in managing diverse teams and financial resources. Strong understanding and skills in mobilizing resources. Ability to engage, build consensus and communicate effectively and diplomatically with Member States, partners and media. Commitment to collaborate effectively with other key partners in the Health Subject area. Proven leadership skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 114,666 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 7912 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
