Organizational Setting and Reporting Relationship The position of Director for the Emerging Areas Practice Team is assigned to the Energy Sector Office (SG-ENE) within the Sectors Group (SG). SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG, which is comprised of seven sector offices, supports the delivery of sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally.

SG-ENE leads ADB’s energy sector operations. The office manages policy development, oversight of strategy implementation, knowledge management, budget management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the energy sector. SG-ENE is also responsible for implementing an ADB corporate initiative: the Energy Transition Mechanism (ETM) and partnering with the G7 countries on the G7-led Just Energy Transition Partnership (JETP) programs, in select countries.

You will be based at our Headquarters in Manila, Philippines.

You will report to the Senior Sector Director and will oversee International Staff (IS), National Staff (NS) and Administrative Staff (AS).

Your Role As Director, Energy in Emerging Areas you will provide technical leadership on ADB’s engagement in frontier technologies and new innovative solutions in the energy sector, business models and products that address client needs and advance low-carbon development and decarbonization, in collaboration with other sector offices and departments. You will work with complex issues and guide others in resolving complex problems with high levels of risk and support cross sector and thematic group teams to develop knowledge and investments on the application of advanced technologies with low-carbon impact.

You will: • Lead and establish and cascade the energy strategies and operational plans in support of ADB’s Strategy 2030. Develop and maintain energy policies, strategies, and operational plans. Monitor operations trends against the directions set out by these corporate documents. • Lead in technical and operational matters on frontier technologies and integrated climate-resilient cross-sectoral solutions for decarbonation in the energy sector. • Foster and drive innovation in policy and operational issues, thought leadership and future looking bank-wide initiatives to help develop future business. • Work in partnership with other sector offices, regional departments, and with the Private Sector Operations Department and Office of Markets Development and Public-Private Partnership to find collaborative and innovative solutions to complex development challenges. • Identify and develop knowledge in new emerging areas and develop flagship events, studies, and publications to produce seminal knowledge as the basis for future operations. • Provide corporate knowledge support, including reporting, briefing papers, and speeches. • Ensure that the ENE Sector Office remains at the forefront of the global development debate on regional issues on energy. • Contribute to the recruitment and talent management of technical staff across the Bank. • Manage global/regional knowledge and financing partnerships (donors, private sector, academia, civil society organizations and development community) and establish robust professional networks. • Work with Partner Funds Divisions in influencing the mobilization of external cofinancing (grants, investments, and concessional loans) and manage relevant financing partnership facilities. • Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance. • Provide coaching and mentoring to teams and individuals and ensure their on-going learning and development.

Qualifications

You will need: • Master’s degree or equivalent in engineering, finance, business administration, public policy, or related fields. Alternatively, University degree in engineering or in related fields, and at least 10 years specialized experience relevant to the position can be considered. • Minimum of 15 years of relevant professional experience including international work experience in energy infrastructure and sustainable finance operational work. • Demonstrated deep technical knowledge and expertise in the energy sector, with a track record of applying them to achieve development results. • Proven ability to act as a trusted, strategic advisor, partnering with clients to deliver results. • Proven ability to influence the design and execution of major policy initiatives and promote innovations in project design and management. • Excellent written and verbal communication skills in English. • Experience in managing diverse and multidisciplinary teams, strong operational experience and experience in leading research and technical assistance. • International experience working in energy infrastructure provision in developing countries, with experience in Asia and the Pacific is preferred. • Please refer to the link for ADB Competency Framework for International Staff level IS7.

Additional Information This is a fixed term appointment or assignment for senior staff, for a period of three (3) years. This opening is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment.

Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.
