Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public, patients and the environment. It also assists Member States in the implementation of these standards and provides related services.

Main Purpose

Reporting to the Deputy Director General of the Department of Nuclear Safety and Security, the Director ensures that the Division of Radiation, Transport and Waste Safety provides results-based programmatic responses to Member States' priorities and the needs of the Global Nuclear Safety and Security Framework in the programmatic areas outlined above. The Director also contributes to the promotion of synergies and integration, where appropriate, between safety and security as related to radiation, transport and waste safety activities at facilities. and contributes to the cooperation with other IAEA departments in these areas as needed.

Role

The Director is: (1) a leader, providing strategic direction towards development and implementation in the corresponding programme areas in line with a results-based approach, as well as promoting good performance and teamwork and creating an environment where staff can develop their skills; (2) an advisor and coordinator to the Deputy Director General on such issues as strategy and policy, as well as trends impacting the areas of radiation protection, radioactive waste safety, and safety in the transport of radioactive material; (3) a principal adviser to the Deputy Director General on positioning the programme to deliver in response to the needs of Member States; (4) a manager of the human and financial resources assigned to the Division, responsible for the efficient and effective development and implementation of the standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material in line with the results based approach.

Functions / Key Results Expected

• Lead the Division of Radiation, Transport and Waste Safety, providing direction and guidance to staff, and establishing and monitoring standards of excellence in performance.
• Direct the development of and coordinate the assistance provided for programmes on radiation, transport and waste safety in line with the expressed needs of Member States and a results-based approach.
• Lead the IAEA's activities related to supporting and further strengthening the Global Nuclear Safety and Security Framework in the assigned technical areas, e.g. through promoting the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management and the Code of Conduct on the Safety and Security of Radioactive Sources, and providing for the development and updating of safety standards and their application in Member States with a view to establishing a harmonized approach at the international level.
• Promote peer reviews and advisory services in an integrated and harmonized manner.
• Represent the IAEA and its professional standing at international conferences and forums and liaise with senior level representatives in relevant institutions and other international organizations to gain awareness of emerging trends.
• Strengthen IAEA cooperation with other international organizations and professional associations through synergetic activities.
• Build and maintain strategic institutional partnerships and alliances with a wide range of stakeholders in Member States.
• Lead the Division's contribution to the design and implementation of the Departmental capacity building strategy and policies for safety and security activities.

• Master's Degree - Advanced University degree in nuclear science, nuclear engineering, physics, or a related subject. A first level university degree with additional five years of relevant experience may be considered in lieu of advanced university degree.
• Minimum 15 years of progressively responsible relevant professional experience in a governmental or non-governmental body with broad experience in human and financial resource management, programme planning and organizational development. At least five of these years, should have been at the senior management or executive level.
• Proven track record of excellent leadership.
• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $102715 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 43243*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
