Organizational Setting

The objective of the Department of Nuclear Energy (NE) is to foster the efficient and safe use of nuclear power by supporting interested Member States in: improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; catalysing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and advancing science and industry through improved operation of research reactors.

The department has a dynamic, participative and interactive operating environment with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

The Division of Nuclear Power comprises the Nuclear Power Engineering Section, the Nuclear Power Technology Development Section, the Nuclear Infrastructure Development Section and the INPRO (International Project on Innovative Nuclear Reactors and Fuel Cycles) Section. The Division provides core engineering, technological, human resource development and management support to interested Member States in the field of nuclear power.

Main Purpose

Reporting to the Deputy Director General, Head of the Department of Nuclear Energy, the Director ensures that the Division of Nuclear Power provides results based programmatic responses to Member States' priorities by initiating, developing and implementing the IAEA’s policy and programme in the area of Nuclear Power.

Role

The Director is: (1) a leader, providing strategic direction towards development and implementation in the corresponding programme area in line with a results based approach, as well as promoting good performance and teamwork, and creating an environment where staff can develop their skills and share knowledge and experience; (2) an adviser and coordinator to the Deputy Director General on issues such as strategy and policy, as well as trends impacting the nuclear power programme; (3) a principal adviser to the Deputy Director General on positioning the programme to deliver in response to the needs of Member States; (4) a manager of the human and financial resources assigned to the Division, responsible for the efficient and effective development and implementation of the nuclear power programme in line with the results based approach.

Functions / Key Results Expected

  • Lead the Division of Nuclear Power, by providing direction and guidance to staff, and establishing and monitoring standards of excellence in performance.
  • Direct the deployment and coordination assistance provided for nuclear power programme development, in line with the expressed needs of Member States and the results-based approach.
  • Coordinate and guide programme monitoring and assessment, ensuring that outcomes are fully in line with stated programme objectives.
  • Conduct and coordinate missions and cross-cutting activities for technical support to Member States on implementation of Nuclear Power Programmes.
  • Foster international and regional cooperation, networking and sharing of practical experience and the effective use of nuclear technology between Member States.
  • Represent the IAEA's scientific standing at international conferences and forums and liaise with senior level representatives in scientific institutions and other international organizations to gain awareness of emerging trends.
  • Strengthen IAEA cooperation with other international organizations through synergetic activities.
  • Build and maintain strategic institutional partnerships and alliances with a wide range of stakeholders in Member States.

Advanced University degree in nuclear engineering, nuclear science or other related field. A first level university degree with additional 5 years of relevant experience may be considered in lieu of advanced university degree.

PhD degree in nuclear engineering, or nuclear related engineering science is an asset.

Minimum of 15 years of relevant working experience in nuclear research and development, of which a minimum of five years of management experience associated with nuclear power planning, operations and advanced technologies at the national/international level.

Proven track record of excellent leadership and experience in managing staff and financial resources.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $102715 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 53617*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
