The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The Air Navigation Bureau provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau maintains and supports the implementation of the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP) and produces yearly reports on Aviation Safety and Air Navigation Capacity/Efficiency to demonstrate progress against the Global Plans. With the assistance of State experts and International Organizations, the Bureau develops Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS) and supports their approval process through the governing body of ICAO. Increasingly, the Bureau also develops a variety of implementation support products for the aviation community. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) which continuously monitors all States on their implementation of ICAO SARPs and PANS.

The Director, Air Navigation Bureau (ANB) reports directly to the Secretary General and is responsible for managing and coordinating the work of the Bureau. S/he is also charged with the planning, development and implementation of the ICAO Safety and Air Navigation Programmes, as outlined in the ICAO Strategic Objectives and as directed by the Assembly and Council. The Director, ANB, as part of the senior management team of the organization, manages a large and diverse programme advancing ICAO’s strategic objectives. S/he delivers expert, authoritative advice to the Secretary General as well as to the governing bodies on Safety and Air Navigation matters. S/he has overall accountability for all decisions taken within the ANB and in the Regional Offices with respect to these matters. The Director/ANB leads and manages a team of professional and support staff, through two Deputy Directors who oversee the following major areas of ANB’s operation: (i) Aviation Safety and Air Navigation; and (ii) Monitoring and Oversight.

Responsibilities Function 1 (incl. Expected results) Leads, directs and manages the work and staff of the Air Navigation Bureau, achieving results such as: - Provide effective direction, guidance and supervision to a diverse team of professional and support staff of ANB, and manage performance to ensure that work programmes and activities of the Bureau adhere to high-quality standards. - Plan, direct, manage, and report on the planning and implementation of the annual and triennial budget of the Bureau. - Direct the implementation of performance-based management, including Key Performance Indicators (KPIs) for management and programme-related activities. - Manage the human and financial resources of the Bureau, serving as responsible authority for its performance with respect to service quality, delivery and timeliness. - Oversee the recruitment of staff for the Bureau and the development of skills and expertise of all staff, taking due account of geographical and gender balance and other institutional values, to build a motivated and performance-oriented workforce. - Participate in and contribute to the Senior Management Group (SMG) meetings, inform staff of pertinent issues and implement decisions taken by the Secretary General on SMG recommendations. - Model and promote the ethical values and standards of conduct for the International Civil Service.

Function 2 (incl. Expected results) Directs and manages the execution of ICAO’s Air Navigation Programme, achieving results such as: - Develop ANB’s overall strategies, taking into account policy guidance and decisions by the ICAO Assembly, and the Council. - Ensures full integration of Safety and Air Navigation strategies, thus preserving Safety objectives when aiming for Air Navigation capacity and efficiency improvements in changes envisioned in ICAO SARPs. - Lead the development of the substantive work programme of the Business Plan for ANB, determining priorities, and allocating resources for the completion of outputs and their timely delivery, taking into account input from the governing bodies. - Direct and oversee the implementation of ANB work programmes in relation to ICAO’s strategic objectives of aviation safety and air navigation capacity and efficiency. - Direct the development and update of the Global Aviation Safety Plan (GASP) and the Global Air Navigation Plan (GANP). - Develop and maintain a fully integrated Safety and Air Navigation Standards work programme, with regular updates, in collaboration with the Air Navigation Commission. - Coordinate activities and operations in the different areas, both within ICAO and with other organizations, industry partners, governments and funding agencies, as appropriate. - Provide leadership to the development and implementation of innovative and change management initiatives aimed at enhancing business processes, systems and technology, and improving efficiency within the Bureau. - Direct and oversee the implementation of recommendations related to ANB activities with respect to internal and external audits and evaluations, as well as the Joint Inspection Unit and the Evaluation and Audit Advisory Committee. - Direct the Bureau in undertaking technical studies and projects in matters related to Air Navigation. - Direct and oversee the implementation of the Air Navigation Programme, and related assistance and support activities.

Function 3 (incl. Expected results) Provides policy and operational direction for the Organization on Air Navigation matters, provides authoritative policy advice to the Secretary General, and contributes to the development of overall strategies, policies and the business plan, including the “No Country Left Behind” initiative, achieving results such as: - Provide authoritative policy advice to the Secretary General on air navigation and aviation safety matters. - Advise on policy matters in respect of relations with international organizations dealing with civil aviation, and regional civil aviation bodies. Maintain cooperative agreements and ensure provision of assistance to these bodies, as required. - Oversee the development of proposals for Standards and Recommended Practices (SARPs), as well as guidance material to assist in their implementation and monitoring. - As a member of the Senior Management Group, contribute to the development and overall implementation of the Organization’s Strategic Objectives and to the overall management of ICAO’s activities and operations. - Oversee the formulation of policies, procedures and guidelines, as well as other documentation on matters related to air navigation, aviation safety, and monitoring and oversight, in accordance with the decisions of the Assembly, Council, and other policy-making bodies. - Collaborate with ICAO Regional Offices and the Technical Cooperation Bureau on the execution of aviation safety and air navigation-related activities at the regional and national levels, including the identification and implementation of new products and projects in support of the “No Country Left Behind” initiative and the ICAO Policy on Implementation Support provided to States. - Provide advice and guidance to the ICAO Regional Offices and the Strategic Planning, Coordination and Partnerships Office at Headquarters with regard to the maintenance, implementation and monitoring of SARPs related to air navigation, aviation safety, and monitoring and oversight.

Function 4 (incl. Expected results) Provides strategic advice to ICAO Governing Bodies, serves as Secretary of the ICAO Air Navigation Commission (ANC), and liaises with government officials on matters related to Air Navigation and Aviation Safety, achieving results such as: - Provide expert, authoritative advice to the Secretary General as well as to the Assembly, Council and Committees, as well as the Air Navigation Commission, on request and as appropriate, on air navigation and aviation safety matters, and implement measures decided by the Assembly and the Council. - Direct and oversee the preparation of policy papers, reports, and other documentation on air navigation and aviation safety matters for presentation to the Council, the Assembly, and other policy-making bodies. - Serve as the Secretary of the Air Navigation Commission (ANC). Direct and coordinate all Secretariat work supporting the ANC and the Council during their review and approval process. - Direct and coordinate all Secretariat work in support of the proceedings of the ANC, the Council and its subordinate bodies, as well as Divisions, Conferences, Panels and Study Groups related to the work of the Bureau. - In the overall context of the ICAO transformational objectives, lead the digital transformation project to enhance SARPs development and improve collaboration across ICAO, relating to SARPs implementation support and Document Management Services. - Liaise with National Delegations to ICAO and government officials on matters related to air navigation and aviation safety. - Participate in the substantive work of Standing Committees of the ICAO Council and other bodies dealing with air navigation and aviation safety matters. - Assist Regional Offices and member states with globally consistent guidance on complex air navigation plan amendment proposals.

Function 5 (incl. Expected results) Serves as ICAO representative on international and regional bodies dealing with matters related to air navigation and aviation safety, achieving results such as: - Represent ICAO at meetings of United Nations bodies, other international organizations, development institutions and funding agencies, and maintain liaison with various organizations on matters of common interest related to air navigation and aviation safety. - Represent the Organization at international, regional, and inter-agency meetings, seminars and conferences; chair meetings/seminars; provide programmatic/substantive expertise on issues related to air navigation and aviation safety. - Liaise and collaborate with other UN and inter-agency bodies, specialized agencies and other international organizations on air navigation and aviation safety matters. - Identify opportunities for strengthening partnership and collaboration with UN system entities, civil aviation authorities and industry partners, as appropriate. - Represent the Secretary General, within delegated authority, in meetings with government representatives. - Negotiate with representatives of other organizations as well as with government authorities on questions relating to civil aviation.

Function 6 (incl. Expected results) Supports international readiness with respect to Crisis Management, achieving results such as: - Develop and continually update an Aviation Crisis Management Plan. - Establish and maintain an ICAO aviation crisis management centre. - At the global level, continually develop threat scenarios and, together with other international aviation organizations, develop playbook responses which allow the staff to know how to respond; such as regional conflict which requires rerouting of air traffic around hot spots; major accidents, sanitary crises, and aircraft downings. - Work with other United Nations organizations to develop global plans for known threats: such as with the World Health Organization for the spread of communicable diseases through aviation; the World Meteorological Organization for volcanic ash eruptions or other meteorological events; International Maritime Organization and Universal Postal Union for the movement of dangerous goods (by air, ship or post); International Telecommunications Union for the protection of aviation spectrum; as well as research institutions and other similar organizations around the world.

Function 7 (incl. Expected results) Performs other related duties, as assigned.

Education Essential An advanced level university degree (Master’s Degree or academic equivalent) in an aviation-related field, including a scientific or technical discipline, management, administration, or in a related area is required.

Work Experience Over fifteen (15) years of progressively responsible experience in aviation, dealing with policy formulation in the Safety and Air Navigation field of civil aviation, with an aviation-related government agency, air navigation service provider, airline, airport or similar organizational entity is required.

Extensive experience (five years or more) at a senior managerial level, overseeing the planning and implementation of civil aviation programmes in a public or private sector organization is required.

Experience at the international level or dealing with aviation matters crossing national boundaries, including high-level negotiations with government authorities is required.

Demonstrated leadership experience with strategic vision and proven skills in managing complex organizations at the national or international level is required.

Proven experience in leading and guiding a multidisciplinary team of aviation experts to achieve organizational goals is required.

Experience in managing aviation safety or air navigation programmes/projects within an international or regional organization, national government, or major service provider (airport, airline or air navigation services provider) is desirable.

Experience in managing or coordinating technical assistance, capacity development and implementation of activities related to aviation safety, air navigation or aviation security is desirable.

Experience in conducting negotiations at the international level and in organizing and leading international meetings is desirable.

Experience in public speaking and media engagement is desirable.

Languages Essential: Fluent reading, writing and speaking abilities in English.

Desirable: A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions. ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. ICAO offers an attractive remuneration package, including a tax-free annual net base salary in US dollar (subject to mandatory deductions for pension contributions and health insurance), and a variable post adjustment* which reflects the cost of living in a particular duty station.
