Organizational Setting and Reporting Relationship The position of Director is assigned to the Agriculture, Food, Nature, and Rural Development Sector Office (SG-AFNR) within the Sectors Group (SG). You will be based at our Headquarters in Manila, Philippines.

You will report to the Senior Sector Director and will oversee International Staff, National Staff, and Administrative Staff.

Your Role

As a Director, you will be responsible for the delivery of sector work programs on emerging areas in line with regional work programs. You will lead planning, implementation, and supervision of adopting emerging technologies and innovative financing in agriculture value chain and agribusiness development, water-food-energy nexus, urban farming, integrated rural development, and agricultural trade and facilitation. This role will also lead the pilot of integrating sovereign operations with private sector investment in agriculture, food, nature, and rural development operations.

You will:

● Contribute to the achievement of the 4 shifts of ADB’s New Operating Model, namely: Climate Change Shift; Private Sector Development Shift; Solutions Shift; and New Ways of Working Shift. ● Ensure delivery of quality sector support to Country Partnership Strategy (policy dialogue, diagnostics, roadmaps) and pipeline development, and coordinates implementation of approved sector roadmaps. ● Oversee the design and implementation of sector projects and ensure quality, achievement of targets, value addition and compliance with ADB policies. ● Participate in sector staffing plans. ● Mentor staff, encourage staff collaboration, and lead relevant sector staff recruitments. ● Lead and contribute to the sector’s knowledge management, quality assurance, and strategy development efforts. ● Decide on relevant administrative and operational processes that require director approval and allocation of relevant budgets within the team. ● Review and concur with sector diagnostics and roadmaps, concept papers, and project quality review. ● Advise on country and regional work programs. ● Collaborate with and assign staff resources to Climate Change and Sustainable Development Department, Private Sector Operations Department, and Office of Markets Development and Public-Private Partnership for joint projects. ● Lead identification on significant development areas, emerging opportunities, and challenges in area of responsibility. ● Lead and facilitate effective coordination and cooperation with other ADB Departments and internal stakeholders. ● Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance. ● Provide coaching and mentoring to teams and individuals and ensures their on-going learning and development.

Qualifications

You will need:

● Master’s degree in Economics, Finance, Engineering, Business Administration or related fields, preferably with specialization on Agriculture, Food, Nature, and Rural Development sector issues. Alternatively, a university degree in related fields combined with additional 10 years relevant professional experience can be considered. ● At least 15 years of relevant professional experience in Agriculture, Food, Nature, and Rural Development field at senior levels (e.g. managing large teams), with good knowledge of the Asia Pacific region. ● Proven management and leadership qualities. ● Excellent capabilities in people and talent leadership, strong client and impact orientation, and effective communication. ● International experience working in several countries and multiple ADB regions. ● Experience in private sector desirable. ● Please refer to the link for ADB Competency Framework for IS7.

Additional Information

This is a fixed term appointment or assignment for senior staff, for a period of 3 years. This opening is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, or (b) not renew a fixed term appointment
