Contract

This is a D-2 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 16 years of experience, depending on education.

The salary for this job should be between 252,536 USD and 304,371 USD.

Org. Setting and Reporting This position is located in the Finance Division (FD), Office of Programme Planning Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent reports to the Assistant Secretary-General, Controller.

The Finance Division, as part of the Office of Programme Planning, Finance and Budget, in the Department of Management Strategy, Policy and Compliance (DMSPC), accounts for and reports to the appropriate authorities on the use of United Nations financial resources. The Director manages the work and performance and programme delivery of the Division

Responsibilities Within delegated authority, specific responsibilities include: -establishes appropriate financial policies for use by the Organization and provide guidance to all UN offices on their implementation. -ensures proper application of the Financial Regulations and rules of the United Nations and establish policies and procedures relating to accounting matters. -oversees timely and accurate completion of financial statements subject to external audit, including those of the United Nations general and related funds, Peacekeeping operations, Tribunal, UNCC, Iraq Escrow accounts, and other UN entities for certification as appropriate. -supervises the timely payment of salaries and entitlements to United Nations staff payrolled from Headquarters and payments to vendors and others, leveraging technology and simplifying accounting processes. -oversees the group health and life insurance programmes and the property and liability insurance policies, including activities undertaken collectively with other UN organizations. -oversees the timely issuance of assessments to Member States; the substantive servicing of the Committee for Contributions; and responses to Member States queries on contributions. -represents and assists, as necessary, the Assistant Secretary-General, Controller on all UN system-wide functions, including the relationship with the European Commission on FAFA and negotiations with donors. -liaises and consults with oversight bodies (Board of Auditors, Office of Internal Oversight Services); effect implementation of their recommendations, as appropriate through policy changes and/or work procedure changes. -promotes client-focused approach to problem-solving, and expanded use of information technology tools. -oversees the sustainability of IPSAS compliance in the UN. -leads the implementation of the Statement of Internal Controls (SIC) project, and institutionalizes its support.

Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in finance, accounting, business administration or related fields is required. A first-level or advanced degree (Bachelor’s or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience Over 15 years of progressively responsible experience in financial management is required. A minimum of 3 years experience in managing large finance teams, preferably in an international organization is required Experience in management and technical leadership skills in accounting and financial policy is required. Experience in negotiating complex agreements with donors, implementing partners, service providers or similar entities, is desirable. Experience in dealing with intergovernmental or other similar governing body reviews is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
