The overarching strategic goal of UNICEF's ICT Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally using innovative technology-enabled solutions.

Purpose of Activity/Assignment:

The purpose of this consultancy is to perform a detailed review of UNICEF’s Enterprise NetMotion deployment and support Core Infrastructure, SMEs in the overall re-design and Cloud infrastructure consolidation exercise.

Information gathered during the review will be used as a baseline for the design and implementation of this new Architecture having in mind the highest levels of service availability as well as conforming to current security best practices. On-site assistance during the implementation phase will be required.

This consultancy will be both onsite at UNICEF’s Valencia Office and off-site/remote. The Consultancy will cover the following areas: Microsoft Azure, NetMotion, DirectAccess, and Certificate Authority.

How can you make a difference?

This consultancy is expected to have a maximum duration of 11.5 months from the start date. The contract will be delivery based and paid based on hours worked i.e., although a longer PO coverage is indicated, only 200 hours is estimated.

Work Assignment Overview

The Consultant will report to the Systems Architect and Project Manager in the ICTD/Digital Core-Platforms and Service Delivery (PSD) Section in Valencia, Spain.

Activity 1 - NetMotion Consolidation

  • Review the current Cloud (Azure) based enterprise NetMotion implementation.
  • Develop target architecture for consolidation of 5-region based NetMotion implementation into a single global environment.
  • Together with UNICEF SMEs build a detailed implementation/migration plan.
  • Deliver, together with Core Infrastructure SMEs, on-site (Valencia, Spain) planned activities related to NetMotion upgrade and infrastructure consolidation with minimal down-time and/or end-user interruption.
  • Upon completion/delivery, provide technical off-site support on demand.

Activity 2 – Technical Advice, Expertise and Support (on-demand)

  • Continuous support in areas of DirectAccess & supporting infrastructure including Active Directory, DNS, PKI, SSL/TLS configuration, and load balancers.
  • Collection and analysis of network and performance data when required
  • Evaluation of existing deployment and compare to current implementation best practices.
  • Identification of potential deployment issues and remediation options.
  • Providing guidance for maintaining and supporting a secure, robust, and highly available DirectAccess, NetMotion, PKI solutions.
  • As required, Investigate issues within the supported services, on-premises resources or Azure.
  • As required, Review the current PKI environment and identify potential performance and/or maintenance enhancement. Discuss the Azure File sharing scenarios for NetMotion use.

Impact of Results

The ICT function supports UNICEF mission and strategic plan by enabling programme and operational effectiveness and efficiency through innovation, partnerships and providing ICT solutions and services in a timely, secure, and safe manner.

The key results have an impact in line with ensuring a seamless and secure hybrid cloud infrastructure in UNICEF. These key results have a direct link to ICTD’s strategic plan as it relates to the delivery of digital programs.

  • NetMotion upgrade to 12.5, but mainly in consolidating the entire NetMotion environment from 5 Regions into one Global Region
  • Certificate Authority migration to Valencia – critical service that should work for the very first time.

To qualify as a champion for every child you will have…

Professional Experience/Knowledge/Expertise/Skills required:

  • 6+ years of experience implementing Direct Access, NetMotion at enterprise level and remote access VPN, Hyper-V and Hyper-V Virtual Networking, PKI, Windows Core Networking, and Infrastructure
  • 3+ years of experience of cloud infrastructure Microsoft Azure, Azure virtual networking, and Amazon Web Service
  • In depth knowledge on troubleshooting TCP/IP Protocol issues

Language Requirements:

• Good written and oral communication skills, with fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
