The Program:

The ICLA programme in Palestine is focused on the provision of information, counselling and legal assistance services on civil and other documentation, legal residency, freedom of movement, housing, land and property and socio-economic rights, capacity building and technical services for relevant stakeholders and advocacy actions on legal protection.

The Position:

The ICLA Digital Transformation Technical Officer will support in the deployment of the KOBLI platform, emphasizing the enhancement of its design, usability, and accessibility, by mainly gathering content, and then transforming it into formats suitable for digital communication on the platform. The technical officer's responsibilities extend to website maintenance, social media campaign management, data analysis for strategic insights, training provision in digital tools, exploring innovative digital solutions, and engaging with the community for feedback.

Main Responsibilities of the Role:

  1. Contribute to the implementation of the ICLA digital platform,
  2. Support ICLA Specialist to develop and execute ICLA's vision and strategy for digital transformation,
  3. Coordinate the development and publication of legal content for on KOBLI, ensuring it is presented in formats suitable for digital communication and easily understandable by the target audience.
  4. Engage with relevant NRC staff at national and field level in the project to ensure participation, compliance with and adherence to NRC policies and procedures, and continuous feedback,
  5. Capture and document learning related to the digital transformation initiative in collaboration with field staff, other country offices, the regional and the Global ICLA digital team,
  6. Provide regular progress reports on the performance of KOBLI (e.g., user engagement and visits) to the line manager and related senior management,
  7. Share experience and lessons learned with other country offices in collaboration with the regional and Global ICLA digital teams,
  8. Contribute to the identification of possible collaboration opportunities with other actors, including humanitarian, private sector, academia, and donors,
  9. Adherence to NRC policies, guidelines, and standards.

Qualifications and Skills required:

  1. Minimum three years of experience in similar positions.
  2. Bachelor’s degree in communication, social sciences, law, and related field,
  3. Ability to create and manage digital content, execute social media strategies, and engage effectively with online audiences.
  4. Knowledge of digital platforms, including website and CMS software will be helpful.
  5. Fluency in both Arabic and English and excellent drafting skills in English and Arabic.
