Within a rapidly changing environment, UNDP’s 2018-2021 Strategic Plan sets an ambitious course to catalyze and facilitate positive change for countries in their efforts to achieve the SDGs. UNDP has embarked upon a series of transformational efforts across its policy and programme, operational, and external relations areas under the auspices of a “#nextgen UNDP” effort. The organization is aiming to digitally transform itself in order to catalyze action for the achievement of the Strategic Plan.

UNDP’s digital transformation focuses on developing the organization’s capability to leverage existing, emerging and future digital technologies and the opportunities they offer to profoundly improve the way UNDP creates and delivers value and benefits for those we serve; UNDP’s recently finalized Digital Strategy 2019-2021 guides these efforts and builds off UNDP’s extensive range of digital initiatives spanning the country, regional, and global levels.
The position of the Digital Transformation Officer at UNDP Guinea-Bissau will be part of the team under the supervision of UNDP’s Senior Management and responsible for the following: - Support in the application of a structured methodology for system change and support change management activities - Monitor and evaluate change process at different levels of the organization - Support the development of human-centered approaches for culture change that are agile, and ready for the digital world - Support developing digital learning strategies and its implementation across UNDP in Guinea-Bissau.

Under the direct supervision of the Deputy Resident Representative for Programme of UNDP the UN Volunteer will undertake the following tasks:

Support strategic positioning analysis and advice, e.g. related to comparative advantage, partnerships, vision, mission, and values. Support the translation of strategic direction and business objectives into holistic change strategies. Support the implementation of UNDP’s Digital Transformation Strategy in Guinea-Bissau and other UNDP’s Chief Digital Officer’s initiatives in the country. Support organizational design and define roles and responsibilities in the change process Coordinate between different clusters to identify key stakeholders and understand existing culture and bottlenecks. Support the design, development, and delivery of communications in support of change process Provide input, document requirements, and support the design and delivery of training programs to communicate changes. Contribute to practice development initiatives including culture building, internal community involvement, eminence, recruiting, whitepapers, etc.

  1. Programme and operations Contribute to UNDP programming efforts to ensure the Leave No One Behind principle and the inclusivity approach are fully considered in the design and implementation of projects and initiatives. Identify capacity gaps and support capacity enhancement of digital transformation stakeholders. Support the design, implementation, and monitoring of the activities to be implemented in the framework of the Digital Transformation Strategy. Assist the digital transformation stakeholders to develop systems, processes, and practices that help them to effectively plan and manage relevant, effective, inclusive, and accountable projects in support of the Digital Transformation Strategy. Promote effective coordination of digital transformation stakeholders, government counterparts, international organizations, UN, INGOs, and other development actors.

  2. Partnerships Support and assist digital transformation institutions to develop resource mobilization and marketing plans and sound visibility approaches. Support the digital transformation stakeholders in negotiating partnership agreements that reflect their strategic priorities. Design and implement UNDP’s plan for digital transformation. Explore partnerships and opportunities for supporting further digital transformation mobilization and engagement, including through the activation of new projects and mobilization of funds.

  3. Knowledge building Establish and maintain a usable, auditable, and well-communicated records of activities and projects related to digital transformation. Identify and capture lessons learned and best practices within projects and develop and draft knowledge outputs. Advice on and support the development of communication strategies to position its contents with national and international audiences. Actively promote a knowledge sharing and learning culture between the projects and the digital transformation stakeholders.

Experience: · Experience of digital transformation in a development context · Experience focused on strategy, operations, process consulting, or project/program delivery within digital transformations · Knowledge of leading practice change tools and methodologies including but not limited to predictive analytics, engagement and facilitation tools, experience design using personas and informed by organizational analytics, etc. · Demonstrated ability to collaborate with different teams including but not limited to strategic planning, IT, communications, partnerships, operations, human resources, etc. · Demonstrated interest in one of the following communities of practice: Digital Advisory, Transformation Leadership, or Organizational Change Management · Familiarity with user research, user-centered design principles, process transformation, and data analytics · Experience and understanding of digital transformation a plus. Language Requirements: · Excellent knowledge of English, as well as working knowledge of Portuguese, is required. Working knowledge of French is a plus.

Guinea-Bissau is a hardship E duty station but considered a family duty station. It has many limitations in terms of reliable education and health services. There are recurrent electricity cuts even in the capital city. There are supermarkets and some restaurants. Working in Guinea-Bissau is unique, it provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere. Therefore, flexibility and willingness to live/work in harsh conditions, are essential. Security Although there is a certain political instability, the day to day life is calm. Neither the International Community nor the population of Guinea-Bissau is affected by the political context. The UN staff members are equipped with Codan Radios (VHF) for communication with other UN staff members and UN Security Department. UNDSS Travel Advisory Guinea Bissau is a country with a history of political instability and coups. The security situation is under control, but some tensions prevail. Terrorism is a serious Regional threat. The crime rate is generally considered low. Main hazards include road traffic accidents and medical issues. It is important that prior arrangements are made with UNDP for airport reception and accommodation before the visitor's arrival. Staff members are strongly advised to use only recommended hotels. Taking photographs of the airport, docks, or military or police installations is strictly forbidden. For more detailed information on the country and emergency contacts, all UN personnel traveling to Bissau are strongly advised to print and carry with them the Travel Security Information File (TSIF). Security Levels in Guinea Bissau and Bissau are Moderate-Level 3. Security Clearance Procedure: Security Clearance is required for travel to this country, which uses TRIP at https://dss.un.org. Requests for clearance should be submitted 7 days prior to travel. Technical assistance for TRIP is available at [email protected] or +1 917 367-9438. For in-country travel, clearance requests should be at least 2 days prior to the travel. Gender equality and inclusion: Unlike other countries in the region, homosexuality is not prohibited in Guinea Bissau. There is a degree of tolerance towards LGBTI people that is much higher than in other neighboring countries. Marriage between people of the same sex is not recognized.
