Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Description of task

Under the direct supervision of the Deputy Resident Representative for Programme of UNDP the UN Volunteer will undertake the following tasks:

Support strategic positioning analysis and advice, e.g. related to comparative advantage, partnerships, vision, mission and values.

Support the translation of strategic direction and business objectives into holistic change strategies.

Support the implementation of UNDP’s Digital Transformation Strategy in Guinea-Bissau and other UNDP’s Chief Digital Officer’s initiatives in the country.

Support organizational design and define roles and responsibilities in the change process

Coordinate between different clusters to identify key stakeholders and understand existing culture and bottlenecks.

Support the design, development and delivery of communications in support of change process

Provide input, document requirements and support the design and delivery of training programs to communicate changes.

Contribute to practice development initiatives including culture building, internal community involvement, eminence, recruiting, whitepapers, etc.

2. Programme and operations

Contribute to UNDP programming efforts to ensure the Leave No One Behind principle and the inclusivity approach are fully considered in the design and implementation of projects and initiatives.

Identify capacity gaps and support capacity enhancement of digital transformation stakeholders.

Support the design, implementation and monitoring of the activities to be implemented in the framework of the Digital Transformation Strategy.

Assist the digital transformation stakeholders to develop systems, processes and practices that help them to effectively plan and manage relevant, effective, inclusive and accountable projects in support of the Digital Transformation Strategy.

Promote effective coordination digital transformation stakeholders, government counterparts, international organisations, UN, INGOs and other development actors.

3. Partnerships

Support and assist digital transformation institutions to develop resource mobilization and marketing plans and sound visibility approaches.

Support the digital transformation stakeholders in negotiating partnership agreements that reflect their strategic priorities.

Design and implement UNDP’s plan for digital transformation.

Explore partnerships and opportunities for supporting further digital transformation mobilization and engagement, including through the activation of new projects and mobilization of funds.

4. Knowledge building

Establish and maintain a usable, auditable and well-communicated records of activities and projects related to digital transformation.

Identify and capture lessons learnt and best practices within projects and develop and draft knowledge outputs.

Advice on and support the development of communication strategies to position its contents with national and international audiences.

Actively promote a knowledge sharing and learning culture between the projects and the digital transformation stakeholders.

Experience remark

Work experience will be an advantage but not a requirement

Experience:

· Experience of digital transformation in a development context

· Experience focused on strategy, operations, process consulting, or project / program delivery within digital transformations

· Knowledge of leading practice change tools and methodologies including but not limited to predictive analytics, engagement and facilitation tools, experience design using personas and informed by organizational analytics, etc.

· Demonstrated ability to collaborate with different teams including but not limited to strategic planning, IT, communications, partnerships, operations, human resources, etc.

· Demonstrated interest in one of the following communities of practice: Digital Advisory, Transformation Leadership, or Organizational Change Management

· Familiarity with user research, user-centered design principles, process transformation, and data analytics

· Experience and understanding of digital transformation a plus.

Language Requirements:

· Excellent knowledge of English, as well as working knowledge of Portuguese is required. Working knowledge of French is a plus.
