Organizational setting

The main aim of the FAO country office, which is headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The Food and Agriculture Organization (FAO) has been implementing development and emergency response programming in Ethiopia for the last decades. Currently, FAO has implemented food security interventions utilizing cash transfer programmes in the Tigray region. FAO has engaged in a wide range of Cash-Based Transfer CBT (voucher schemes for agricultural inputs, input trade fairs, cash-for-work, conditional and unconditional cash transfers and Cash ). FAO specializes in cash transfer programs that promote agricultural production and food security and increase farmers, pastoralists and agro-pastoralists resilience to natural shocks. Due to the growing Cash-Based Transfer CBT and the ambition to digitalize the beneficiary registration and the cash and inputs distribution, FAO Ethiopia is looking for an International Cash Coordinator. FAO Ethiopia Country office is in the process of deploying a Management Information System (MIS) for beneficiary registration, data analysis and disbursement of cash, voucher and in-kind assistance to beneficiaries in various regions as per its mandate.

Reporting Lines

This position is under the overall supervision of the FAO Ethiopia Country Office Representative and the direct supervision of the Social Protection and Resilience officer.

Technical Focus

The Digital support analyst will be responsible for supporting end-users in the beneficiary management system and other systems that may be introduced from time to time by FAO Social Protection and Resilience office in its day to day operations, and specifically on systems under the responsibility of the technical unit.

Tasks and responsibilities

The Digital support analyst will have mandate to achieve the following tasks:

• Contribute to the design and implementation of digital initiatives for Humanitarian projects and other programmes for FAO Ethiopia; • Design, maintain and improve digital toolbox for beneficiary registration, cash, inputs distribution, service provision using various digital technologies and modalities (mobile money, e-voucher system, Card system, etc.); • Contribute to the initial setup, the development and the operations of the MIS ecosystem’ tools and apps with the support of the FAO HQ team; • Contribute to the configuration of KoboCollect or ODK server forms with relevant data collection tools and project data; • Configure mobile phones for data collection with KoboCollect or ODK for Cash-Based Transfer interventions (cash, voucher, inputs); • Support the preparation of documents, presentations and videos to complement training and ease on boarding of new system users (both for Implementing Partners and for FAO Staff); • Conduct training for FAO Ethiopia country office staff utilizing the tools mentioned above; • Conduct training for Implementing Partner data clerks that utilize FAO country office Tools for beneficiary registrations when required; • Provide remote and in-person technical support to Implementing Partners (i.e., ONGs, Government staff), agro-dealers when they encounter challenges while using the system during projects implementation; • Take note of bugs occurring within the Android applications for supporting distributions (for instance, with BiMO, NFC application - NiMO) as reported by the users that utilize these applications on a case by case basis, solve the problems, or escalate to the relevant development team; • Provide technical support to FAO staff and partners as they utilize the system and associated applications; • Extract collected data in relevant formats to present to relevant stakeholders for analysis and upload to the MIS to facilitate aid disbursement; • Attend digital Group meetings and other relevant coordination spaces in Addis Ababa; • Perform other relevant duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Minimum of a University degree in software engineering, computer science, statistics, Agriculture, economy, DRM, or related fields with a solid foundation in application development or advanced IT use. • Minimum of 5 years’ experience working in using IT for Cash-Based Transfer activities or IT for development programme with activities related to registration, digital distribution of cash, in-kind goods or services; • Experience working in the design of training materials, training of users; • Experience working in extracting data and designing relevant dashboards for decision-making; • Experience working in monitoring and evaluation of Livelihood, agriculture or humanitarian projects; • Professional work experience in mobile VAS integrations and application development is an advantage; • English is the official language used for communication within the country. Working knowledge of the English language (level C) is required to liaise with other FAO offices. • Nationality of Ethiopia.

IT Skills: Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Exchange) etc. Ability to use accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in an appropriate format. Office Management Skills: Systematic, well-structured and efficient approach to work assignments. Analytical ability, accuracy and consistency. Ability to exercise diligence and care in dealing with records, expenditures and sensitive data. Interpersonal Communications and Teamwork Skills:The candidate must possess a cooperative spirit, flexibility and openness to work in an international environment, including tact and courtesy and a strong capacity for establishing and maintain effective working relationships with people of different national and cultural backgrounds.
