Description of task

Under the direct supervision of UNDP Livelihood and Poverty Reduction Team Leader, the UNV Specialist will be supporting all digital projects and initiatives of the country office and proactively looking for new opportunities for collaboration and resource mobilisation.

The UNV Specialist will work closely with multi-functional teams on matters including but not limited to research and analytics, solutions mapping, complementary pathways, engagement and more. Externally, the UN Volunteer will work through effective partnerships with relevant government line ministries, development actors, the private sector, UN agencies, international organisations and NGOs, and research institutions and universities, both at the global and country levels.

The UN Volunteer will undertake the following tasks:

  • Conducting digital capability assessment following UNDP digital guideline;
  • Designing simplified assessment tools for project and programmes;
  • Assistance in digital transformation strategy development and its implementation in coordination with Ministry of Technology and Communications (MTC), line ministries, UNDP Bangkok Regional Hub (BRH), Consultants / implementation partners and other key stakeholders
  • Work with Government and other partners for facilitating effective implementation of digital initiatives
  • Work with public services / technical solution providers to assist in designing and implementing digital transformation solutions to improve current systems and models for managing and delivering public services.
  • Provide implementation support to the proposed strategies and workplan.
  • Providing strategic, technical and outreach support to the UNDP Lao PDR to offer services on Digital Transformation Agenda in the country;
  • Supporting UNDP Lao PDR in assessing the policy environment, institutional capacity and delivery capability for digital transformation;
  • Providing support on digital related project concepts or proposals; and
  • Providing training or supporting on digital capacity development, including for staff in the country office;
  • Design, lead, and/or facilitate (virtual / physical) workshops, training, learning opportunities based on the demands from projects for enabling them to strengthen their internal digital strategies or plans;
  • Grow and maintain partnerships and networks to support UNDP Lao’s effort on managing digital transformation.

Educational additional comments

ICT / Computer science & engineering / Electronics & Communications, Business Administration (Business Information Technology), Public Administration, Public Policy, related fields. Any additional degree in area relevant to digital transformation in public sector is an asset.

Experience remark

  • Experience in e-governance and digital transformation space, such as digital program development, public service and business process re-design, support to design of national or sectoral digital transformation strategies;
  • Proven track record of working directly with Governments/multilaterals on Digital Transformation/Digital Government/Public Service Delivery Improvement in regional / country / state government level, service Delivery systems/projects, preferably in a developing country context;
  • Demonstrated experience in applying of participative and human-centred design methodologies, as well as ethics, privacy;
  • Human rights issues related to digital technology, with experience of working on these issues preferred;
  • Proven expertise in agile development methodologies;
  • Proven expertise of building cross-sector partnerships and cross-culture understandings;
  • Excellent administrative and computer skills, including Microsoft Office, and knowledge of spreadsheet, database packages and ERP system; and
  • High complex situation analytical skills
