- Previous experience with the United Nations or similar international organizations is desirable.
- Previous work conducted on digital technologies and digital inclusion/literacy is desirable.
- Fluency in English is required.

Deliverable 2 (Delivery): Co-facilitation of the 2-day Bangkok workshop and submission of a short synthesis note highlighting risks, opportunities, and recommendations for Thailand’s digital rehabilitation strategy (by 15 October 2025).

Duties and Responsibilities
- Background of the assignment: United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI's goals are: to advance understanding of crime-related problems; to foster just and efficient criminal justice systems; to support the respect of international instruments and other standards; to facilitate international law enforcement cooperation and judicial assistance. As part of its work on prison reform and rehabilitation, UNICRI is collaborating with the Thailand Institute of Justice (TIJ) to deliver a high-level workshop on digital rehabilitation in prisons in Bangkok on 8–9 October 2025. The workshop builds on a 2024 pilot site assessment and will inform the development of Thailand’s digital rehabilitation strategy. 2. Purpose of the assignment: The purpose of this consultancy is to develop technical training materials on the ethical, governance, and security dimensions of digital rehabilitation and to co-facilitate the 2-day workshop in Bangkok. The consultant will: Prepare thematic content on digital rehabilitation, focusing on ethics, human rights, digital inequality, and governance challenges. Develop case study materials drawing on international experiences (e.g. Namibia, UK, other comparative contexts). Deliver technical sessions during the workshop, including: Day 1: Global trends and technologies in digital rehabilitation (presentation of international case studies); ethics, human rights, and digital justice principles; staff training and organisational readiness. Day 2: Security, privacy, and risk management; input into strategy development discussions. Guide risk assessment and scenario-based exercises, helping participants explore challenges and mitigation measures for Thailand. Synthesize lessons and recommendations into a short technical note to support follow-up strategy development. Specific tasks to be performed by the consultant: Under the supervision of the Programme Officer and in close collaboration with the project team, the incumbent will perform the following tasks: Phase 1 – Preparation (Home-based, September 2025) Draft technical content for assigned sessions (presentations, background readings, facilitator notes). Develop practical exercises (scenario-based activities, group risk mapping, case reflections). Coordinate with UNICRI and TIJ to ensure materials are aligned with overall agenda and complementary to other facilitators. Phase 2 – Delivery (Bangkok, 8–9 October 2025) Co-facilitate the 2-day workshop, delivering technical sessions and supporting interactive discussions. Capture and synthesize participant input on risks, opportunities, and strategic directions. Provide a short post-workshop note with key lessons and recommendations.
