Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.

Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety.

Prior to the escalation in armed conflict in February, NRC’s operations focused on government-controlled areas (GCA) of the Donbas Region (Luhansk and Donetsk Oblasts). With the temporary relocation of NRC’s staff and operations to Central and Western Ukraine, NRC will continue to support populations in the East with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in hot zones. In the West, NRC established a temporary national HUB in the Ivano-Frankivska region and is establishing area offices in Ternopil and Dnipro. Additionally, NRC is planning to establish field offices in Lviv and Mokachevo. The Western response will focus on assisting people on the move with cash and ICLA services and provide multi-sectoral support to key transit points. The Eastern response will initially focus on procurement and delivery of food and key relief items to Donetsk, Luhansk and Kharkiv regions.

Duties & Responsibilities

The Digital Programme Development Manager will lead the programme for NRC Ukraine that increases communications, connectivity, and e-cash for the conflict- and displacement-affected people.

  1. Develop Digital Programme strategy, technical SOPs, guidelines and Macro LFAs
  2. Compliance and adherence to NRC policies, digital tools, handbooks and guidelines
  3. Responsible of development and manage funding proposals, project budgets and donor reports
  4. Overall management of project staff
  5. Coordinate and manage Digital project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  6. Ensure capacity building of project staff and transfer key skills
  7. Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums, cluster, working groups.
  8. Promote the rights of IDPs, refugees, and returnees in line with the advocacy strategy

Skills & Experience

  • Post-graduate degree in IT/ICT, computer science, data science or other relevant field, or commensurate professional experience, is ideal
  • Minimum three years of experience in a senior-level project implementation position in a humanitarian/recovery context
  • Experience working with the private sector, government or non-profit programs in designing and delivering innovative ICT/digital/technological solutions for development and humanitarian programmes, is ideal
  • Familiarity with Design approaches and methods, including Service Design, Design Thinking, Human-Centred Design, is ideal
  • Digital and technology-enabled programming expertise (e.g. with mobile money ecosystems)
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge and skills in market analysis, cash-based interventions and market-based programmes
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Experience in or working with mobile network operators or AI chatbots, preferable
  • Knowledge of the context in Ukraine is an asset

Access to a Schengen visa is required for positions in Ukraine

  • Travel: 20 %
  • Contract: 12 months
  • Salary: According to NRC’s Salary Scale. NRC offers a competitive compensation and benefits package, including R&R.
