Information and Technology Solutions (ITS) Vice Presidency Context:

ITS enables the mission of the WBG by delivering information and technology to WBG staff in over 150 locations. ITS develops, implements, and maintains information and technology solutions to achieve three high-level outcomes: business enablement, by providing WBG units with innovative tools and technologies to transform how they deliver value for clients; empowerment & effectiveness, by ensuring all WBG staff are connected, able to find information, and are productive to accelerate the delivery of development solutions globally; and resilience, by equipping the WBG to provide risk-based cybersecurity, robust data protection, and information governance.

World Bank Group Archives and Records (ITSAR) Context

ITSAR protects the institutional memory of the WBG and provides staff and the global community with access to relevant information and services to foster transparency and accountability and reflect history to enable effective delivery of development solutions. We aspire to transform information governance across the entire lifecycle of information and illuminate WBG history to enable effective and accountable operations. ITSAR is responsible for: Management of Records Policy (including advisory services, policy compliance outreach and training, appraisal / retention schedules, and requirements for systems); providing records management support to WBG Institutions and staff; off-site records center services; implementation of the World Bank Policy on Access to Information; crafting knowledge products that promote the history of the WBG and the archival holdings; and the preservation and intellectual control required to maintain access to archival records.

Duties and Accountabilities

The Digital Preservation team is responsible for the creation, administration, and support of the WBG Archives’ digital preservation platform. In addition, this team oversees creation of and training on digital preservation processes.

The Digital Preservation Program is on the cusp of scaling up to become a routine and key component of the WBG Archives’ work program. In collaboration with a new In-Place Records Management (IPRM) program, the team will be involved throughout the digital records lifecycle at the World Bank, as well as part of the design and development of ingest pipelines for new sources of records for preservation.

As part of the Digital Preservation team, the successful candidate will support the team lead with the following activities:

Digital Vault Administration and Support

•Serve as primary administrator for our Preservica-based digital preservation platform (internally branded the Digital Vault).

•Lead on-going management, maintenance, and upgrade of the Preservica system, with responsibility for testing and troubleshooting backend processes and systems.

•Serve as first contact for questions or issues related to production Digital Vault Ingest for WBG Archives team.

•Contribute to the ongoing implementation and development of new features for the Digital Vault.

•Oversee and manage assignment of ITSAR team members to appropriate security groups based on their roles in digital preservation activities.

•Ensure adequate storage space is available to support ongoing ingest processes. Request additional storage as needed.

•Develop appropriate documentation and work plans.

•Develop troubleshooting and problem resolution methods to ensure a high-level of service and efficiency.

•Use agreed change management procedures to document, gain approval for, schedule, and track changes to minimize risk and impact.

•Update internal clients and colleagues on the status of all issues on a timely basis.

Digital Preservation Platform Implementation & Integration

•Support development and implementation of workflows and processes for the transfer, storage, ingest, and publication of digital records identified for preservation.

•Assist in feasibility research

•Evaluate tools and make recommendations for the acquisition and integration of new supporting technology to enhance the features of the Digital Vault.

•Contribute to the technical design and implementation of a new, internal, web-based platform for World Bank staff to use for self-service search, discovery, and download of records stored in Digital Vault.

•Leverage APIs to connect the Digital Vault to other applications and platforms. This will support functions such as cross-cataloging, search, retrieval, and publishing.

ITSAR Cross-Team Technical Support

In addition to administration and enhancement of the Digital Vault, candidate will have opportunities to provide technical and end-user support for other technology systems used and managed by ITSAR for the Archives team on an as-needed basis.

Cross-team tasks include, but are not limited to:

•Provide support for electronic documents and records management system (EDRMS), used primarily in ITSAR to support physical records management, including classification, retention and disposition schedules, space management, and utilities for record storage, retrieval, and lending.

•Apply database skills and understanding to support ITSAR applications

•Support and administer enterprise configuration of ITSAR COTS products

•Provide end-user product support across multi-tenant team

•Develop and maintain reporting capacity for standard and customized products

•Develop and maintain interoperability with related applications using API and core World Bank metadata sources

•Bachelor’s or Master's degree in Archives, Records Management, Information Science, or related field with a strong component of managing systems and digital preservation with 2 years relevant experience OR equivalent combination of education and experience.

•Experience administrating complex technical applications, including implementation of software upgrades.

•Practical experience coordinating across multiple teams in a large organization (such as storage, authentication, database, firewalls, cloud, etc) to ensure our digital preservation platform will function properly within the World Bank technology ecosystem and adhere to all current technology standards.

•Experience with digital preservation systems or similar (e.g. digital asset management systems, data repositories)

•Ability to conduct independent research to identify potential solutions to digital preservation challenges.

•Adept at navigating Virtual Windows Server environments.

•Adept at editing configuration files with text editors and running scripts at the command line.

•Strong software debugging skills, including reviewing logs to identify issues and brainstorm solutions.

•Experience coordinating with product vendors for support of updates, enhancements, and issue reporting.

•Ability to create clear documentation to ensure knowledge transfer and that standard tasks can be performed by other ITSAR team members.

•Knowledge of and experience with the following is highly desirable:

-Preservica

-Writing shell or other scripts (Python an advantage)

-Digital archival theory and practice

-Core functionality of records management applications (Micro Focus Content Manager, OpenText, SharePoint, products or comparable applications), including application of retention policies, classification schemes, and physical space management

-ISAD(g) archival description standard

-Databases (structured and non-structured), data standards and data format (e.g., XML) transformation tools

-PowerShell, UNIX (Linux/Solaris), DBeaver, Windows Servers, SFTP, RESTful API, HTML, XML, Issue Tracking (JIRA), authentication (AzureAD).

•Conceptual, analytic, and innovative problem-solving ability.

•Hands-on and results-oriented approach.

•Excellent oral and written communication skills in English; ability to write concise and accurate reports, and good public outreach skills.
